PREQUALIFICATION OF LOCAL CONTRACTORS UNDER THE LOCAL CONTRACTOR FINANCING INITIATIVE

Introduction

The Uganda Development Bank Limited (UDBL), Uganda’s Development Finance Institution, invites Expressions of Interest (EOI) from eligible Ugandan contractors for prequalification under the Local Contractor Financing Initiative.

This initiative is designed to enhance the participation, competitiveness, and performance of locally owned contractors in the delivery of infrastructure projects by providing tailored financial and non-financial support, including working capital financing, guarantee facilities, and capacity building support.

Objective of the Initiative

The initiative aims to:

• Provide affordable working capital financing to support contract execution;

• Provide affordable long term asset financing to support contract execution;

• Facilitate access to bid bonds and performance guarantees; and

• Strengthen contractors’ financial management, governance, and execution capacity.

Eligible Firms

The EOI is open to firms locally registered in Uganda and majority-owned by Ugandan nationals, including those that were previously prequalified by UDBL. Additional eligibility requirements will be outlined in the prequalification document.

Target Sectors

Prequalification will target contractors operating in the following sectors: Energy/ Power, Transport, Water and Sanitation, primary agriculture, agro-processing, manufacturing and industry, extractives (mining and mineral processing), Education, Health, Creatives, Tourism & Hospitality Management, Telecom Services and Digital Connectivity, and Oil and Gas.

Access to Prequalification Documents

Interested firms may obtain the Prequalification Documents upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand only). To obtain payment details and instructions, interested applicants should send a request to: info@udbl.co.ug or contact UDB at the Head offices and regional offices in Gulu, Hoima and Mable.

With proof of payment of the non-refundable fee, prequalification documents may be collected from:

Submission Deadlines

Interested firms must collect prequalification documents by June 05, 2026, while the deadline for the submission of the Expressions of Interest is June 26, 2026.

Late submissions shall not be accepted.

Evaluation

Applications will be evaluated against the criteria outlined in the Prequalification Document. After, successful applicants will be prequalified and categorized into tiers, and will be considered for pre-approved credit limits and financing support.
