Purpose of the Role 

The MERL and Digital Data Quality Specialist will lead monitoring, evaluation, reporting, learning, digital data collection, quality assurance, and results documentation in line with donor and organization reporting standards.

Key Responsibilities. 

  • Lead development of a project-specific MERL plan aligned to the project results framework.
  • Define indicators, data collection methods, frequency, means of verification, responsible persons, and reporting tools.
  • Set up digital data collection systems using approved platforms such as Kobo Toolbox or equivalent tools.
  • Train field staff and CBFs on data collection ethics, digital tools, geo-tagging, attendance tracking, input distribution forms, farmer adoption surveys, and output verification.
  • Ensure sex, age, location, nationality, and disability-disaggregated data collection.
  • Conduct routine data quality checks, spot checks, beneficiary verification, supervisory validation, and data cleaning.
  • Support preparation of monthly activity briefs, quarterly technical reports, annual reports, dashboards, and evidence-based outputs.
  • Document success stories, field innovations, learning products, and case studies.
  • Support joint supervision missions, reflection meetings, and adaptive management processes.

Minimum Qualifications and Experience 

  • Degree in Monitoring and Evaluation, Statistics, Agriculture, Economics, Development Studies, Information Systems, or related field.
  • 5 years of experience in MERL for agriculture, livelihoods, resilience, refugee programming, or donor-funded projects.
  • Strong experience with Kobo Toolbox, ODK, CommCare, Power BI, Excel, or other digital data systems.
  • Experience with World Bank, government, or large institutional donor reporting is an added advantage.
  • Strong analytical, reporting, training, and data quality assurance skills.
