 On behalf of our client International SOS, we are looking for a competentskilled, and experienced Chinese Doctor to work at CNOOC Uganda Limited KFDA Medsite

POSITION IN THE ORGANISATION

Job summary

The Chinese Doctor provides emergency and primary healthcare services to the CNOOC Uganda Limited KFDA Medsite entities and their authorized sub-contractors as highlighted by the site Scope of Work (SOW). The Chinese Doctor participates in all aspects of medical and administrative management including medical evacuation support. The Chinese Doctor contributes to position International SOS as the principal healthcare provider in the international community.

Key roles & Responsibilities

Patient Care

  • Provide the highest standard of emergency care to the Client and their authorized subcontractors.
  • Emergency service provision includes emergency care on site of incident, emergency medical road evacuation, participation in emergency care within contracted medical facilities and medical evacuation support.
  • Provide 24 hour emergency and primary health care service delivery.
  • Manage the delivery of competent and professional primary health care services according to the International SOS standards and clinical practice guidelines as defined by scope of registration and the Intl.SOS Policies and Procedures.
  • Coordinate the patient evacuation requirements in consultation with the local in country Management and Intl. SOS Assistance Centre as per the site MERP/LERP.
  • Coordinate and participate in MERP/LERP emergency drills and reporting as dictated by the client and Intl.SOS.
  • If requested, participate in non-emergency patient care activities as directed by the onsite HSE department which are within the Chinese Doctors professional capabilities and that are contractually acceptable without compromising the operational readiness of the onsite facility. If in doubt all such requests should be escalated to the in country management for authorization.
  • Ensure that all medical and non-medical equipment is maintained, checked and serviced in accordance with all relevant International SOS P&P’s to ensure seamless emergency and primary health care.
  • Comply with CLIENT’s Work-related Injury and Illness Case Management Reporting System for escalations and reporting.

 

Quality Administration

  • Work with the Country Medical Director, Quality Manager, Operations Manager and Country Director to optimise quality service delivery and ensure that appropriate medical outcomes are consistently attained with respect to service provision.
  • Assist in the continued improvement of maintenance and control of the medical equipment and supplies ensuring that all critical equipment is serviced and available for use at all times and that there are adequate supplies of consumables for their use.
  • Ensure patients medical files (electronic/written) and documentation is maintained to the highest standards and in accordance with International SOS Patient documentation P&P’s and the RAPID system ensuring patient confidentiality.
  • If requested, participate in administrative care activities as directed by the Operations Manager that lies within the Chinese Doctor’s professional scope.
  • Full compliance with QA program – (checklists, stocktake, audits, quality improvement plan, incident and accident reporting, controlled medications reporting and compliance, infection control, handover and monthly report submission.) All this documentation should be completed and submitted in accordance with the country reporting schedule.
  • Involved with CLIENT HSE incident reporting, hazard identification, safe working practices, maintains CLIENT HSE policy and procedures for site.
  • Involved with Hygiene Inspections as defined by the SOW and ensuring a high standard of reporting.

Promotion of International SOS Services

  • Ensure both International SOS and the client is represented in a professional manner.
  • Ensure a Continuous Quality Improvement culture and system is maintained throughout the clinic.
  • Assist in the promotion of International SOS’s Medical Services with the client.
  • Participate in the client’s and International SOS’s health promotion and wellness education on environmental issues, personal protection, diseases and health.

 

Additional Responsibilities

  • Ensure disaster plans and emergency response plans are maintained as and when required.
  • Participate in the continuing education programmes to maintain credentials pertinent to job description.
  • Participate the 6 monthly MERP drills involving the Assistance Centre
  • Actively participate in the mandatory weekly emergency drills and submit the training register on a weekly basis.
  • Complete monthly peer review EMR documentation audits (at least 5) and submit on a monthly basis to the MD
  • Work within and promote all International SOS policies, procedures and corporate values.
  • Responsible for implementation, planning, testing and maintenance of emergency communications.
  • Full and comprehensive handover reports should be submitted at each and every handover.
  • Regular client meetings should be held and minutes of all meetings attended should be kept either as part of a minutes document or as a clinic activities tracker.
  • Endeavour to participate in external audit and actively work on the plan of action to close out non-compliances within the dedicated timeframe.
  • Provide non-accredited first aid training on the client’s request and as authorized by Intl.SOS.

Occupational Health & Safety (OHS) Responsibilities

  • To work within, promote and ensure compliance with International SOS OH & S policies , safe work practices, Equal Employment Opportunity (EEO) and corporate values.
  • Participate in the development and maintenance of a safe and health workplace.
  • Undertake all mandatory OHS training as required.
  • Co- operate with management in its fulfilment of its required OHS legislative obligations.

  • Ensure all workers including contractors participate in approved OHS training programs.

  • Apply OHS policy and procedures to ensure compliance within Intl.SOS and regulatory requirements for WHS at all times.
  • Actively participate in OHS inspections and audits including corrective actions.
  • Include OHS performance in worker performance appraisals.
  • Ensure all hazards and incidents are reported and investigated appropriately and suitable controls are implemented.
  • Ensure all workers are equipped with the information, instruction, training, and supervision that they need to work safely.
  • Ensure all plant and equipment is properly maintained.
  • Maintain relevant knowledge of OHS issues.
  • Act as a role model by demonstrating safe work behaviours.

Required Work Experience

·       Clinical exposure with more than 10 years post-graduation experience gained within the Clinician’s scope

·       AHA BLS & ACLS or approved equivalent

·       Working knowledge of the principles of Emergency Medicine and Primary Health Care

Advantageous

·       ITLS/PHTLS or equivalent protocols are an advantage

·       Varied international medical and/or healthcare system experience

·       Experience in remote area medicine

Required Qualifications

·       Appropriate Medical registration in China

·       Valid AHA BLS & AHA ACLS or approved equivalent

Required Languages
