Job Summary: The National Consultant will represent UNICEF in meetings and workshops as needed. The NC will as well as work with experts and consultants assigned to support data and statistics related work at the national statistical office.
Key Duties and Responsibilities:
- Provide technical and coordination support to national VACWS,
- Support the national statistical office in sharpening the methodology, tools, and guidelines to partners/stakeholders related to the VACW survey,
- Finalise, in collaboration with national partners and UNICEF CO, the VACW Survey Plan and Budget,
- Ensure that the Ethical Protocols and other ethical recommendations are addressed in the survey implementation processes,
- Ensure that technical reviews by experts are carried out at key survey stages and coordinate the feedback and response from among key survey stakeholders and UBOS,
- Ensure that all survey-related documents and deliverables are properly archived throughout the VACW survey process
- Participate in all Steering and Technical Committee meetings of the VACW survey
- Document lessons learned, challenges, and good practices throughout the VACWS process to inform future execution of similar surveys

Qualifications, Skills and Experience:
Education:
- University Masters in Statistics, biostatistics, Demography, Economics/Econometrics, Epidemiology with a strong statistical component, or any other related technical field with a strong statistical component is required.
- Proven minimum of 5-year experience in the coordination and/or management of national quantitative household surveys
- Prior experience supporting Demographic and Health Survey (DHS), Uganda National Household Survey, Uganda National Population Census, VAC Survey or any other survey of national outreach
- Experience working or supporting the National Statistical Office
- Previous experience of working in Uganda and/or in the region are highly desirable,
- Proficiency in both written and spoken English language is required
Knowledge/Expertise/Skills:
- Familiarity with data processing and data analysis software, particularly Stata, SPSS,
- Training experience and ability to organise and facilitate training and presentations,
- Expertise in data analysis and survey report writing
Desirables:
- Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organisation, more specifically with National Statistical Offices,
- Demonstrated leadership, managerial and supervisory ability,
- Ability and willingness to travel extensively in-country and to attend regional workshops.
