FH Association is seeking expressions of interest/CVs from qualified and experienced individuals who may be interested in joining the organisation to support the implementation of the FCDO-funded Refugee Support, Empowerment and Transformation (ReSET) Programme, should FH Association be successful in its grant application. Please note that this position is contingent upon FH Association being awarded the ReSET Programme grant. Responsibilities or duties

Under the overall guidance and supervision of the Country MERL Manager, The MERL Coordinator comprehensively manages the monitoring and evaluation process in the entire Project Implementation ensuring the criteria and indicators defined in the program model and Strategic Plan are efficiently met and provide necessary recommendations and will oversee the project data collection, cleaning, and analysis using tools such as GIS, CommCare, ODK, AI-Sheets, STATA and R, ensuring accurate and actionable insights.

Principal Responsibilities

Monitoring, Evaluation Research and Learning system

  • Provide technical oversight in the project Implementation of the Monitoring, Evaluation, Research and Learning system.
  • Implement MERL frameworks, including Theories of Change, Logical Frameworks, KPIs, and outcome indicators, ensuring they remain up-to-date and aligned with organizational values.
  • Systematically integrate MERL across all programs and organizational processes to drive continuous improvement.
  • Build teams’ MERL capacities and capabilities through direct technical support and guidance on MEL systems, data use, and strategic alignment.
  • Foster culture of learning through strategic reviews with the teams, gathering evidence and learning: key insights, impact narratives and lessons learnt.
  • Lead quality assurance of MERL processes to improve rigor and integrity. Assess their strengths and weaknesses and recommend improvements.
  • Provide strategic MERL input to support organizational planning, grant reporting, and decisionmaking, providing insights that support RISE’s aim of multistakeholder action.
  • Work closely with the Country MERL Manager and project consortium MERL teams to develop, use and disseminate relevant MERL systems and data.

Data  Management and Analysis

  • Oversee consortium partners data collection exercises such as baselines, endline, post distributions monitoring, QIVC (Quality Improvement Verification Checklist) among others
  • Coordinates data collection teams and provides the necessary training and coaching for successful implementation of data collection exercises.
  • Manage data collection, cleaning, analysis, and visualization using appropriate software tools.
  • Ensure data integrity, consistency and compliance with ethical standards and GDPR.
  • Produce high-quality, accessible impact reports for internal and external audiences.
  • Develop key learning products to improve internal and external communications.
  • Proactively explore innovative ways to analyze data, including the use of tools such as GIS, CommCare, ODK, AI-Sheets, STATA and R to support more efficient analysis.
  • In coordination with the program team verifies the effectiveness in meeting program/project objectives.

Program monitoring and reporting

  • Take lead in ensuring project/program delivery tools are regularly updated in a timely manner.
  • Come up with innovative online tools for monitoring project progress including use of GIS software.
  • Reporting: Develops regular monitoring reports including data and process results.
  • Supports preparation of reports required for submission to donors.
  • Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
  • Makes recommendations geared at program improvement (design and implementation based on the monitoring/evaluation results.

Capacity Building

  • Build capacity for project staff and other consortium members in MERL concepts and principles required for their positions.
  • Continuously evaluate adherence to program standards through spot checks during field visits and visually verify information reported through the reporting systems.
  • Build capacity of consortium teams in the adoption and strategic use of data and information so as to improve the implementation of programs
  • Collaboratively work with line managers of the consortium and other MERL staff in identifying learning needs and providing support /developing performance goals

Program Support

  • Represent FH Uganda program in Monitoring and Evaluation forum and platforms improve the Monitoring and Evaluation framework of FH Uganda;
  • Provide input in decision-making processes based on consortium project implementation and country knowledge of MERL realities.
  • Support the proposal writing processes by the required information and lead in the design of relevant Monitoring and Evaluation Indicators, Log frames and MERL Plans.
  • Develop relevant information required for communication purposes such as country statistics, country strategies and other useful documents necessary for proposal writing and decision making

Communication Learning and Knowledge Support

  • Lead the consortium in demonstrating projects’ impact through a variety of channels like external publications, reports and insights, communicating value to stakeholders.
  • Lead in the engagement of both internal and external stakeholders by showcasing social impact stories and deliverables.
  • Document critical lessons learned, case studies, and "Most Significant Change" stories to inform project adaptation and scale-up.
  • Facilitate routine data review and reflection sessions with field staff, ensuring MERL findings lead to corrective action and programmatic improvements.

Accountability to Affected Populations (AAP) systems

  • As MERL consortium coordinator, to ensure project design and implementation are fully aligned with humanitarian core standards and the IASC Commitments on Accountability to Affected Populations.
  • Establish, manage, and scale secure Community-Based Feedback and Response Mechanisms (CBFRMs) and Community System for Accountability and Feedback (C-SAFE) (e.g., help desks, toll-free hotlines, suggestion boxes) to capture community feedback, complaints, and requests for information.
  • Ensure disaggregation of community perception data (by age, gender, diversity, and disability) to identify vulnerable groups and tailor responses.
  • Facilitate information sharing with communities in accessible, culturally appropriate languages and formats about project scope, targeting criteria, and entitlements.

Qualifications or requirements

 Job Specifications

  • College/university degree in Monitoring and Evaluation studies, social sciences, demography, development planning, mathematics, statistics, or similar field and;
  • Master’s degree in M&E, statistics is preferred

Experience needed

  • A minimum of 8 years’ experience working in monitoring & evaluation of humanitarian and development programs preferred.
  • Experience working with development fields such as food security or child survival programming is a plus.
  • Non-profit ministry experience is a plus.
  • Program leadership experience that includes risk and compliance  management, financial, and opportunity development

Any other provided details

  • High level integrity and initiative taking and positive attitude towards learning and sharing.
  • Working knowledge of budget management
  • Ability to work in field conditions.
  • Must have team building skills, personnel management and supervisory skills.
