Job Summary: VoRM is seeking a qualified Monitoring and Evaluation Lead to design, coordinate, and manage the project’s monitoring, evaluation, accountability, and learning (MEAL) processes.

The Monitoring and Evaluation Lead will be responsible for developing and implementing an effective M&E system for the VoRM TV Project. The role will ensure accurate data collection, tracking of project indicators, documentation of achievements, learning, accountability, and reporting to support informed decision-making.

 

Key Duties and Responsibilities:

  • Develop and maintain the project’s M&E framework, indicators, targets, and data collection tools.
  • Coordinate data collection from media production activities, community engagements, trainings, and outreach.
  • Conduct routine monitoring visits and assessments to track implementation progress.
  • Support baseline, midline, and endline assessments; analyse performance against objectives and indicators.
  • Identify lessons learned and recommendations, and facilitate learning discussions with the project team.
  • Document success stories, case studies, and impact evidence from refugees and host communities.
  • Apply data verification and quality-control processes; maintain accurate records and filing systems.
  • Prepare monthly, quarterly, and project progress M&E reports, including charts and summaries for management and donor use.
  • Maintain and update the project database, trackers, and Indicator Performance Tracking Table (IPTT).
  • Establish and support feedback and accountability mechanisms for beneficiaries and stakeholders; document feedback received.
  • Perform other related duties as assigned by the Project Manager / Executive Director.

 

Qualifications, Skills and Experience:

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development, Studies, Social Sciences, Information Systems, Business Administration, or a related field.

Experience

  • At least 1–3 years’ experience in monitoring and evaluation, research, or project reporting.
  • Candidates at the lower end of this range should expect supervisory support in developing the initial M&E framework.
  • Experience with NGOs, media projects, or community/development programmes is an added advantage.
  • Experience with digital data collection tools (e.g., Kobo Collect, ODK, CommCare, or similar) is desirable.
  • Strong data analysis, reporting, and MS Excel/data management skills.
  • Strong organisational, documentation, and analytical skills, with attention to detail.
  • Able to work independently, meet deadlines, and communicate complex issues clearly.
  • High level of integrity, confidentiality, and professionalism.

Deliverables and Performance Indicators

Deliverables

  • Project M&E framework, tools, and Indicator Performance Tracking Table (IPTT).
  • Regular M&E reports (monthly, quarterly, and project-end).
  • Updated project database and monitoring records.
  • Lessons-learned documentation and impact/case-study evidence.

Performance will be measured based on:

  • Timely submission of M&E reports.
  • Accuracy and completeness of project data.
  • Updated monitoring databases and trackers.
  • Quality of evaluation and learning reports.
  • Effective tracking of project indicators.
  • Documentation of project impact and lessons learned.

Travel

  • Travel to project and community engagement sites will be required to fulfil monitoring duties.
  • Associated costs will be reimbursed in line with organisational policy.

Reporting Arrangements

  • The M&E Lead reports to the Project Manager / Executive Director, and works closely withthe Production Team, Training Coordinator, Administration and Finance Team, and
  • Community Engagement Teams. This is an individual contributor role with no direct reports
  • under standard project operations; additional enumerators or data collectors may be
  • engaged on a short-term basis to support baseline and endline data collection, under the
  • M&E Lead’s technical guidance.
