About Organisation:

East African Crude Oil Pipeline co (EACOP) is in charge of the construction and the operation of the 1,443km crude oil export infrastructure that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania for export to the international market.

Job Summary: The Stakeholder Engagement Supervisor is responsible for leading and fostering strong, positive relationships between the organization and its stakeholders, particularly local communities. This role develops and guides transparent communication, manages expectations, resolves grievances, and supports the effective implementation of socio-economic development initiatives

 

Key Duties and Responsibilities:

  • Develop communication materials such as newsletters, briefs, and updates for communities. Contribute to the development of the stakeholder engagement plans for the organization.
  • Plan stakeholder engagement activities, including community meetings, consultations, and outreach programs.
  • Lead stakeholder engagement coordinators in ensuring effective liaison between the organization and community stakeholders, ensuring inclusive participation, especially for vulnerable groups/persons.
  • Supervise Human Rights compliance requirements and any issues related to project-induced in-migration and gender aspects.
  • Oversee related reporting requirements in these areas, under the leadership of the Social Performance Manager.
  • Maintain organized and accurate documentation to support project management, reporting, and compliance with local regulations.
  • Demonstrate adaptability and cultural sensitivity when working with diverse and vulnerable groups within the community.
  • Lead and support grievance mechanisms by tracking and resolving grievances as necessary.
  • Communicate resolutions to stakeholders promptly and maintain accurate records of grievances and outcomes.
  • Develop and coordinate the execution of socio-economic development projects across education, health, and livelihoods.
  • Monitor social engagement activities, provide updates to management, and ensure cultural sensitivity and inclusivity in program delivery.
  • Prepare reports on community engagement activities, social performance outcomes, and trends.
  • Develop communication materials such as newsletters, briefs, and updates for communities.
  • Contribute to social performance and sustainability reporting, ensuring compliance with organizational standards and local regulations.
  • Engage effectively with stakeholders to foster constructive dialogue.
  • Facilitate conflict resolution and promote collaborative outcomes through mediation and participatory approaches.
  • Utilize knowledge of social performance frameworks and sustainability standards to enhance community relations and engagement activities.
  • Implement and contribute to updating the EACOP Stakeholder Engagement Plan (SEP).
  • Work with other departments to execute various interventions including trainings, surveys, field excursions, and public awareness initiatives with the aim of addressing the capacity and information need of stakeholders.
  • Identify social risks and proactively advise the line manager to foster effective handling of related social/community and business continuity implications.
  • Spearhead stakeholder engagements processes with various groups including through workshops, trainings, dialogues, etc.

Qualifications, Skills and Experience:

  • Bachelor’s Degree in social sciences, Community Development, Communications, or a related field.
  • At least 7 years of experience in social performance, community relations, or stakeholder engagement.
  • Experience working with diverse cultural groups and vulnerable communities.
  • Additional training in conflict resolution or participatory approaches is an advantage.
  • Strong interpersonal and communication skills.
  • Ability to facilitate dialogue and mediate conflicts.
  • Knowledge of social performance frameworks and sustainability standards.
  • Excellent organizational and documentation skills.
  • Cultural sensitivity and adaptability.
