Description
The International Development Law Organization is hiring a Monitoring & Reporting Officer that coordinates the implementation of monitoring, evaluation, learning, and reporting systems across assigned programmes and projects. The role provides technical guidance on MEL methodologies and tools, ensures the quality and effective use of programme data and evidence, coordinates reporting and assessment processes, and supports evidence-based decision-making, adaptive management, and programme quality.Jobs
Under the supervision of the Monitoring, Evaluation and Learning Coordinator.
Key Duties and Responsibilities:
- Design, implement, and maintain Monitoring, Evaluation and Learning (MEL) systems, tools, and processes for assigned programmes and projects.
- Coordinate internal and external reporting processes, including SRRF inputs, and support the generation of evidence, lessons learned, and knowledge products to strengthen programme quality, accountability, and learning.
- Support evaluations, assessments, and learning processes, ensuring that monitoring and evaluation findings are effectively used to inform programme implementation, adaptive management, and decision-making.
Key Results Expected:
- Coordinate the design, development, and regular updating of programmatic MEL tools, including Theories of Change, logical frameworks, results frameworks, key performance indicators, Indicator Tracking Tables (ITT), MEL Plans, risk management tools, and data collection instruments, ensuring both performance and context monitoring.
- Ensure that MEL Plans and MEL activities are effectively implemented and documented in line with IDLO Monitoring Guidelines, project compliance requirements, and donor standards.
- Identify technical, budgetary, and human resource needs required for the effective delivery of MEL commitments and raise issues requiring management attention.
- Coordinate and contribute to pre-intervention assessment exercises aimed at establishing baselines, targets, contextual analysis, and other relevant data required to inform project design and implementation.
- Regularly analyze programme performance and contextual developments through data review, field monitoring, and reflection exercises, and advise programme teams on opportunities for adaptation, learning, and performance improvement.
- Ensure the quality, consistency, and accuracy of MEL-related data and information, including information reported through the Strategic Results and Resources Framework (SRRF), donor reports, and other internal and external reporting mechanisms.
- Coordinate and contribute to the preparation of progress reports and internal and external MEL reports, ensuring that findings from context and programme monitoring are adequately analyzed and presented, and that performance monitoring data is aligned with approved MEL tools and project documentation.
- Contribute to the development of knowledge products, lessons learned, success stories, and analytical briefs that support organizational learning and programme quality.
- Coordinate evaluation and internal assessment processes, including reviewing Terms of Reference (ToRs), supporting the management of consultants, coordinating technical and logistical aspects, and contributing to reports and management responses, ensuring that findings are effectively used to inform programme design and implementation.
- Provide technical guidance to programme teams, partners, and consultants on MEL methodologies, tools, systems, and reporting requirements.
- Carry out any other duties within the overall function and level of responsibility of the post.
Education and Work Experience
- Advanced university degree (Master’s level or equivalent) in Monitoring and Evaluation, International Development, Social Sciences, Public Policy, Statistics, Economics, or a related discipline; or a combination of relevant academic qualifications and professional experience.
- A minimum of 5 years of progressive professional experience in monitoring, evaluation, learning and reporting, preferably within international development, rule of law, governance, or donor-funded programmes.
Languages
- Fluency in English is required. Knowledge of local language(s) is an added advantage
Specific knowledge, skills, and competencies
- Demonstrated experience in designing, implementing, and coordinating MEL frameworks and systems, conducting data analysis, preparing donor and management reports, supporting or coordinating evaluations and assessments, and providing technical guidance on MEL processes and methodologies.
- Demonstrated experience applying quantitative and qualitative methods, including mixed-methods approaches that combine surveys, key informant interviews (KIIs), focus group discussions (FGDs), and other evidence-generation tools.
- Proven ability to prepare high-quality analytical and monitoring reports that present clear findings, lessons learned, success stories, and evidence-based recommendations.
- Experience overseeing data quality assurance processes, including data quality assessments (DQAs), verification protocols, spot checks, and partner data validation, is desirable.
- Experience in capacity building, including training enumerators, partners, and programme teams on MEL tools and processes, is an asset.
- Experience working with international organizations and multiple donors is an asset.
