Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.

Activities

  • General coordination to ensure timely completion of Site activities to meet ready for the commissioning planning date
  • Develop and maintain the Construction Completion Plan, aligned with project schedule, commissioning sequence, and contractual milestones.
  • Coordinate with Engineering and Commissioning teams to ensure system boundaries and turnover strategy are clearly defined and accepted.
  • Follow-up completion activities according to the overall construction and commissioning schedule.
  • Oversee the management of punch listing, prioritization, tracking, and close-out.
  • Ensure construction completion aligns with commissioning readiness requirements.
  • Coordinate closely with: Construction team, Commissioning Manager, Operations teams, QA/QC and Engineering
  • Ensure all systems are handed over complete, safe, and operable, with zero open Category A punch items unless formally accepted.
  • Manage boundaries between construction, pre-commissioning, and live systems.
  • Lead completion activities with EPSCC contractor.
  • Ensure contractors apply agreed completion processes, systems, and reporting.
  • Challenge underperformance and implement recovery actions where required.
  • Act as the focal point for completion-related contractual and technical interfaces.
  • Maintain a responsible and acceptable approach in the management of any change that may occur in this completion phase.
  • Identify potential cost or planning evolutions, anticipate and implement possible mitigations in place and manage the necessary system to identify, justify and control them.
  • Facilitate cross-organizational optimization with the surface facilities teams
  • Implement the HSE and QA/QC Project requirements at all stages of the Completion Phase.
  • Promote HSE spirit among the teams and maintain the highest level of safety standards during the construction phase.
  • Develop a good understanding of Ugandan rules and regulations relative to land rights, building permits, construction, safety and environmental protection rules
  • Maintain optimum local content commitments made to the Ugandan Authorities
  • Actively support the Surface Facilities manager in the relation with the various Project Stakeholder for his perimeter
  • Relay adequately the orientations and decisions made with the Surface Facilities Manager

Candidate Profile

  • Graduate Engineer with a (MSc) in Mechanical, Electrical, Civil, or Process Engineering
  • 15 years of experience in Oil & Gas industry, with a proven track record in large scale projects and complex environment. Extensive technical knowledge and experience in managing multifaceted EPC activities.
  • Broad experience in contractual management and project execution.
  • Strong focus on all HSE aspects of the project execution
  • Demonstrated ability to lead and manage multidisciplinary and multicultural teams effectively. Strategic overview and ability to align project goals with organizational objectives.
  • Excellent communication skills, with the ability to effectively convey complex technical and strategic information to diverse stakeholders.
