About This Job:

Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.

On behalf of our client SINOPEC, we are looking for a competent, skilled, and experienced Pre-commissioning supervisor（offsite）to work at Site in Uganda

The primary responsibilities of this position include:

Planning and Coordination

Review approved pre-commissioning procedures, drawings, specifications,

and project requirements.

Prepare E&I pre-commissioning work plans, schedules, manpower

requirements, and test plans.

Coordinate activities with: Construction team, Mechanical pre-commissioning

team, Commissioning engineers,QA/QC inspectors,HSE department and CPY

Participate in system/subsystem handover planning and readiness reviews.

Electrical Pre-Commissioning Responsibilities

Supervise and verify testing of:

• Electrical Equipment Inspection

Verify installation completion and inspection of:

Switchgear (LV/MV),Distribution boards,Transformers,UPS systems,Battery

chargers,Motors,Electrical junction boxes

Check:

Correct installation,Cable termination,Glanding,Earthing/bonding,Nameplate

details,Equipment protection

• Cable Testing

Supervise:

Cable continuity test,Insulation resistance (Megger) test,Phase identification

Cable sheath test (MV cables),Cable termination inspection

Ensure test results comply with:

Project specifications

Manufacturer requirements

Applicable IEC standards

• Electrical Equipment Testing

Coordinate:

Transformer testing:,Insulation resistance,Turns ratio test,Winding resistance

Protection checks,Switchgear testing,Breaker operation test,Protection relay

testing,Interlock testing,Trip circuit test

Earthing and Lightning Protection

Supervise:

Instrumentation Pre-Commissioning Responsibilities

• Instrument Installation Verification

Check:

Field instruments installation,Instrument tubing,Impulse lines,Manifold

installation,Cable termination,Junction boxes,Instrument tagging

Typical instruments:

Pressure transmitters,Temperature transmitters,Flow transmitters,Level

instruments,Switches

• Loop Checking and Functional Testing

Supervise:

Point-to-point checks,Instrument loop checks,DCS/PLC/SIS signal verification

AI/AO/DI/DO testing,Alarm testing,Interlock testing,Cause & Effect testing

Systems include:

SIS/ESD

Fire & Gas System

PLC packages

• Control Valve and Actuator Testing

Verify:

Valve stroke test,Fail position test,Air supply check,Positioner calibration

Solenoid valve operation

Limit switch operationey Responsibilities

Required Qualifications & Experience

Academic Qualifications

• Bachelor’s degrees in electrical/Instrument/Telecoms engineering or Trained qualifications ( welding CSWIP 3.1/AWS CWI)

Required experience

• Minimum 10 years total experience,Including:
• 5 years or more experience in E&I pre-commissioning/commissioning activities Previous experience in:Oil & Gas facilities,Wellpads,Pipelines
• Experience with EPC projects and Client handover is preferred.
• Technical Knowledge Requirements The supervisor should be familiar with:LV/MV distribution systems,Switchgear and MCC,Transformers,Motors,UPS systems,Protection relays,Earthing systems,Field instruments,Smart transmitters (HART/FF),Control valves,PLC/DCS/SIS systems,Fire & Gas systems
•  Knowledge of commonly referenced standards:
• IEC 60079 (Hazardous Area) IEC 60364 (Electrical Installation) IEC 61511 (Safety Instrumented Systems) API RP 14F (Offshore Electrical Systems)
