About this offer

Project Phase

 Participate to the review of documents and files in the Electronic Data Management System issued by the

EPC to ensure they are of sufficient quality to be utilized for MIE activities and by Maintenance Personnel

onsite during the Operational phase.

 Technically lead the MIE development process with respect to Instrument. Provide detailed input and

contribute to the overall MIE strategy development for maintenance and spares parts and provide

technical support into detailed maintenance requirements of equipment

 Participate in the review of documents and files in the Electronic Data Management System created and

issued by the MIE Contractor.

 Participate in inter-discipline MIE activities including maintenance and criticality strategy development,

global maintenance plan preparation, writing of maintenance plans and procedures. Ensure that all MIE

deliverables are in line with National Legislation, Affiliate and COMPANY Specifications and Best practices.

 Ensure the preparation of complex site maintenance procedures including testing of HIPS, Safety

Instrumented Functions (SIF), prepared by site supervision, ensuring incorporation of best practice.

 Take active role into the Operating spare parts selection process and procurement activities and assist

Spare Parts Coordinator as required with the detailed spares requirement per equipment including

inspection and storage of spares in COMPANY warehouse(s).

 Preparation of Company Management System (CMS) documents within area of responsibility for

Instrument and Controls System.

 Attend SAT/FATs at vendor premises as required

 Assistance to the Commissioning/start up teams and Production/Maintenance/Inspection COMPANY

teams as required.

 Develop Digital Tools and applications to that are required to effectively manage maintenance operations

post Startup

 Undertake role of L-iCSO (Local Industrial Cyber Security Officer) and develop affiliate procedures related

to Industrial Cyber Security in accordance with Company Rules.

 Actively support the EPC in the deliverables of an efficient SECE system and ensure that the associated

operational maintenance of assurance (maintenance, testing) are implemented as part of the identified

maintenance regime.

 Provide technical support to the recruitment and training of future maintenance engineers.

 Implement a training and development plan for subordinates with team and provide technical input to

training plan for site personnel.

 Develop technical Scopes of Work for Specialized Maintenance Contracts (SMCs) and be the technical

duet for the Call for Tender process.

 Lease with EAR to validate technical training program to ensure Class Z certification of site

Instrumentation technicians.

Operational Phase (additional to Project activities)

 Provide specialist technical/engineering advice and guidance to site personnel on the operation and

maintenance of instrument and control system equipment ensuring highest safety standards, a timely

response to queries and minimal disruption to operations

 Assist the department management and planning team in implementing the scheduling of discipline

maintenance activities ensuring that site personnel have all resources (resources, materials, procedures)

in order to timely execute the tasks.

 Participate in the development of local Ugandan engineers

 Ensure all required documents a prepared and presented to PAU to facilitate budget approvals and work

scope understanding

 Ensure that all activities are carried out in a safe and effective manner and that all interventions are

controlled by authorized persons, satisfy statutory and Company standards and that no hazardous

incidents or events occur.

 Lead investigations into equipment failures and outages liaising with HQ specialists and vendors as

required. Document finding along with corrective actions.

 Prepare reports relating to equipment performance and compliance to meet local authority and HQ

requirements.

 Act as SECE Guardian for identified Performance Standards ensuing technical compliance and assurance

of the Performance Standards within.

 Act as SIL/SIF Guardian for ensuring full compliance and reliability of SIF functions and reporting

 Ensure local legislation is complied with in the execution of maintenance activities

 As L-iCSO, responsible to ensure an industrial network always in line with Cyber requirements for

maintenance and after any modifications. Organized audits and reviews on this topic.

 Develop back-up and modifications tracking procedure and ensure availability of all updated  software backup

 Ensure technical duet for Instrumentation / ICSS SMC, ensure services are implemented as per contract to

make all systems available for operation, review performance and report deviations

 Review and prioritize all outstanding discipline modifications and ensure that they are addressed within

the requisite timeframe.

 Prepare scopes of work and economic justification for modifications ensuring they are correctly

engineered, documented and reported, and that all maintenance activities/modifications are

implemented in accordance with statutory/Company standards and correctly closed-out

 Responsible for managing specific budget lines, monitoring costs and ensuring that expenditure is within

budget

Context and environment

Green Field Project in the country without Oil and Gaz production experience, TEPU not include operation

department. Tilenga is a remote location in UGANDA near Albert Lake with sensitive national park environmental

conditions.

The maintenance complexity index of Tilenga is estimated to be 3100 (one of the biggest ICSS systems in EP

operated assets), that place Tilenga to the first place of the operated single TotalEnergies assets and equivalence of

two TotalEnergies operated FPSO. Huge onshore challenge related to the facilities localization on the area of 25km

by 15km and TotalEnergies E&P unique project with 200 ESP oil production wells, 200 water injection wells and 26

observation wells; heavy and waxy oils produced from 29 well pads, (with 8 of them located in a national park with

sensitive environment) and treated in a Production Center of 200,000 bopd oil capacity and 650,000 bld of water

treatment and reinjection capacity. Facilities will be designed to extract 400m3 per day of LPG from Produced gas.

LPG export is expected to be by truck (30 LPG truck loading for first 5 years of operation). Tilenga is an Onshore

development with one offshore remote operated platform located 2 km offshore of Lake Albert. Reservoir pressure

maintenance is ensured by water injection; recovery improvement test will be done from First oil using polymer

water injection depending on the reservoir characteristics. The project also includes an extended interconnecting

network with temperature preservation for oil and water injection network. 180 km is the estimated length of

infield lines.

Multicultural environment, Ugandan rules and regulations, administrative requirements and technical

authorizations as well as international codes for onshore plant will apply.

Accountabilities

 To implement the Instrumentation and ICSS management and maintenance approach to ensure targeted

production availability

 To manage interaction with ERA for the class Z approval of Ugandan technician

 Provide all aspects of engineering/technical support and assistance to site-based teams

 Develop and maintain productive and constructive relationships with site-based personnel, office

operations/technical teams and external contractors/vendors

Contract Technical duet for nominated contracts and specific scopes of work

Qualifications/Experience required

Qualification:

 Degree in Electronic, Instrumentation and Industrial Control engineering from an accredited

university or equivalent.

Experience:

 Minimum 12 years’ experience in Instrumentation and Industrial control safety system

maintenance in an oil & gas or petrochemical environment, two years of which must have been

spent working on an operational plant.

 Experience in similar position working for operations in Oil & Gas sector in a supervisory position,

especially in Instrumentation/ICSS engineering and operation

 Must have good working knowledge of codes and standards used in the industry (NEC, NEMA,

ISO, IEC, ATEX, NORSOK, ASME, ASTM, API, ANSI etc…).
