African Initiatives for Relief and Development (AIRD) is a non-profit humanitarian and development organization without any political or religious affiliations. AIRD aims at promoting the protection and seeking durable solutions for Refugees and internally displaced persons (IDPs) in Africa, and capacity building. In Uganda, AIRD is the main logistics partner of UNHCR and implements fleet management, workshop management, fuel, warehouse management and refugee transportation.

AIRD invites potential bidders to tender for Hire of Motor  vehicles for transportation of People within the various Refugee Settlements in Uganda under below lots:

CATEGORY OF  VEHICLES:

• Lot 1: Hard top Landcruisers- 10-Seater capacity

• Lot 2: Vans - 14-Seater Capacity

• Lot 3: Coaster vans- 33-Seater capacity

• Lot 4: Min buses- 50-55-Seater capacity.

• Lot 5: Buses 62-67-Seater capacity.

 VEHICLE OPERATION AREAS:

• Yumbe/Bidibidi, Arua/Rhino/Imvepi, Adjumani, Moyo/ Palorinya, Mbarara/Nakivale, Hoima/Kyangwali, Kyaka, Rwamwanja, Kampala, Lamwo/Palabek, Kiryandongo

Bidding documents can be picked up in hard copy from the AIRD Office in Kampala, located at Martyrs Garden Road, Ntinda along UNEB or requested through Procurement email: procurement@airdinternational.org

Eligible bidders should have:

• Valid Trading license for FY 2026

• Certificate of incorporation

• Tax clearance Certificate

• VAT registration certificate if applicable

• Company form 7/20 (Details of company directors) certified by URSB

• Company profile with clear Management, Administrative set up and location

• Total number of Vehicles with evidence of ownership.

• Valid driving license of proposed drivers

• Experience in similar services with reputable organizations and NGOs.

• Certified financial Audited books of Accounts for FY (2023, 2024 and 2025) by a reputable Audit firm.

Bid collection modality:

Qualified and interested bidders should collect bids from AIRD Office in Kampala located on Martyrs Garden Road, Ntinda, along UNEB road during working hours from 8:30 am to 5:00 pm.

Modality for clarifications:

All inquiries concerning the bidding should be addressed in writing to the stated address or by email to: procurement@airdinternational.org before the closure of the bidding period.

Bid Submission modality:

Two-stage envelope method will be used where bidders are expected to submit two envelopes separately, one envelope containing a technical bid and the second envelope containing a financial bid which shall clearly be labeled “TECHNICAL and FINANCIAL BID” respectively for the lot bidding for, before deadline day of 25th June 2026.

Bid opening:

Submitted bids shall be opened on 25th June 2026 by 2:30 pm at AIRD Office in Kampala, located at Martyrs Garden Road, Ntinda along UNEB

The Organization reserves the right to partially or totally cancel the bids in the event of identification of better options without notice.

Any kind of lobbying will lead to automatic disqualification.
