CONSTRUCTION WORKS FOR THE PROPOSED GRAVEL ACCESS ROADS TOTALING UP TO 4.328KM FOR THE KARUMA HEP PROJECT AFFECTED PERSONS (PAPS) AT LAPONO VILLAGE, NWOYA DISTRICT

Procurement Reference Number - MEMD/WRKS/2025-2026/00032

  1. The Ministry of Energy and Mineral Development (MEMD) has allocated funds to be used for the Construction of the proposed gravel access roads totaling up to 4.328km for the Karuma HEP Project Affected Persons (PAPs) at Lapono village, Nwoya District.

  2. The Entity invests sealed bids from eligible bidders for the provision of the above works.

  3. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act (the Act) Cap 205 and the Regulations made under the Act and is reserved for National Providers in line with the PPDA reservation Guidelines ref: 12/2024 Reservation Schemes to Promote the Participation of Local Providers in Public Procurement.

  4. Interested eligible bidders may obtain further information and inspect the bidding document at the address given below at 8(a) from 8:30 a.m. to 4:30 p.m. on Monday to Friday.

  5. The bidding document which has been prepared in the English language may be purchased by interested bidders at 8(b) upon payment of a non-refundable fee of Uganda shillings One hundred thousand (UGX. 100,000). The method of payment will be:

    • (i) Payment will be by bank advice form(s) to be collected from MEMO Cash Office, Room A113 on 1st Floor Ambor House. A receipt will be issued upon payment

    • (ii) Payment will be made at Bank of Choice

    • (iii) Bidders should return a copy of the payment slip to cash office for a General Receipt.

    • (iv) On presentation of a General Receipt together with an application letter on an official company letter head to the PDU in room C109 on the First Floor Ambor House, bidders will be issued a bid document. The document can be obtained by the bidder's representatives.

  6. Bids must be delivered to the address below at 8(c) at or before 11:00 a.m. (Local time) on July 17th, 2026. All bids must be accompanied by a Bid Securing Declaration. The Bid Securing Declaration must be valid for One Hundred Seventy-Eight (178) working days i.e. until (30th March 2027). Electronic bidding will not be permitted. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) at 11:00 a.m. (Local time) on July 17th, 2026.

  7. There shall be a pre-bid meeting/site visit at Ministry of Energy, Ambor House, First Floor C109 at 11:00 a.m. (Local time) on the dates indicated in the proposed schedule in this notice.
