Duration:            Two (2) years renewable contract with 6 months’ probation

  1. INTRODUCTION

 

The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.

The activities and investments to be supported under the project are organised into four components.

  • Support for Intensification of On-Farm Production of five priority commodities (maize, cassava, beans, rice, and coffee).
  • Value addition and Market access.
  • Policy, Regulatory and Institutional support.
  • Coordination and Management, ICT platform.

Considering the requirements for a strengthened ACDP coordination and implementation, a Project Coordination Unit (PCU) is to be maintained in MAAIF under the office of the Permanent Secretary (PS) to coordinate implementation of ACDP. Financial management plays a vital role in satisfactorily implementing all the required components as planned within the budget. Accordingly, the Ministry seeks to utilize part of the IDA Credit to recruit a qualified and experienced Zonal Sustainable Land Mgt Coordinator as part of the PCU Team

 

Objective of assignment

To ensure effective coordination and implementation of Agricultural Water, Soil and Land Management activities in ACDP Cluster Districts.

 

Specific Objectives

  1. Develop procedures and processes for Sustainable Land Management and mainstream theses into ACDP planning and priority setting purposes.
  2. Develop capacity of actors in SLM, extension providers, Zonal research scientists, district adaptive research support teams and SLMs for disseminating and providing advice on SLM practices.
  3. Integrate approaches for SLM into ACDP implementation to enhance upscaling and application.
  4. Develop and incorporate systems for monitoring and evaluation of SLM interventions into the ACDP joint M&E processes.
  1. Roles and Responsibilities

In executing their respective assignments, the Zonal Sustainable Land Management Coordinators will carry out a range of duties and responsibilities including but not limited to the following:

  • Guiding and promoting the institutionalization of Sustainable Land Management (SLM) in the ACDP districts.
  • Participating in joint Districts planning, priority setting and reviews at Cluster Level.
  • Building SLM capacity and to provide technical backstopping to subject matter specialists (SMSs) and Field Extension Workers (FEWS) and other Frontline service providers in the cluster districts.
  • Participating in Cluster Multi-stakeholder platforms for key priorities in the cluster.
  • Design and support scaling up SLM activities to help prevent and reduce the impact of and climate risk mitigation.
  • Strengthen the interface between MAAIF, extension and farmers to enhance the capacity of farmers to improve access to new knowledge and technologies in as far as SLM is concerned.

Education Qualifications:

  • A Master’s degree in Agricultural Sciences, Land Use Management or Natural Resources Management or a related field.
  • Bachelor’s Degree in Agricultural Sciences, Land Use Management or a related field.
  • Professional working experience of 5 years in Sustainable Land Management or related adaptive research and dissemination/ upscaling activities at watershed/community level.
