Duration:        Two (2) years renewable contract with 6 months’ probation

 

 

  1. INTRODUCTION

 

The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.

The activities and investments to be supported under the project are organised into four components.

  • Support for Intensification of On-Farm Production of five priority commodities (maize, cassava, beans, rice, and coffee).
  • Value addition and Market access.
  • Policy, Regulatory and Institutional support.
  • Coordination and Management, ICT platform.

Considering the requirements for a strengthened ACDP coordination and implementation, a Project Coordination Unit (PCU) is to be maintained in MAAIF under the office of the Permanent Secretary (PS) to coordinate implementation of ACDP. Financial management plays a vital role in satisfactorily implementing all the required components as planned within the budget. Accordingly, the Ministry seeks to utilize part of the IDA Credit to recruit a qualified and experienced ZAEC as part of the PCU Team.

Objective of assignment

To ensure effective delivery of extension services, farmer training and sustained dissemination and access to complimentary technologies from research as well as strengthening of Multi Stakeholder Platforms (MSPs), stronger coordination interface between research, extension, farmers and other stakeholders at the regional and cluster level

  1. Roles and Responsibilities

In executing their respective assignments, the Zonal Agricultural Extension Coordinators will carry out a range of duties and responsibilities including but not limited to the following:

  1. Coordination and supporting provision of agricultural extension services and training of beneficiaries at the cluster level.
  2. Coordinating and supporting at the zone and cluster levels, the promotion and dissemination of complementary technologies to the agro-inputs provided through the e-voucher scheme.
  • Strengthening and backstopping the capacity of the district and sub-county agricultural extension staff as well as the Cluster Multi-Stakeholder Platforms for project implementation.
  1. Preparation of technical information on the ACDP supported Technologies, Innovations and Management Practices (TIMPs) for the district and sub county extension workers to access and use for their work as well as for farmers.
  2. Acting as a link between the Ministry/Project Coordination Unit and the districts on agricultural extension issues; thereby providing a functional feedback and forth mechanism between the lower structures and the Ministry.

Education Qualifications:

  • Master’s degree in Agricultural Science, Agricultural extension, rural Innovation, and Agricultural development
  • Honours Bachelor’s degree in in Agriculture or related field.
  • Professional working experience of 3 years in fields of Agricultural extension, Agronomy (crop production) and Farmer Organisation development.
  • Experience in Technology upscaling and demonstration and dissemination including use of rural development approaches is an added advantage.

 CONSULTANT’S REPORTING OBLIGATIONS AND PERFORMANCE INDICATORS

       Deliverables:

  • Farmer training and sensitization undertaken.
  • Maintained catalogue of issues affecting and/or enhancing agricultural production and productivity in the zones.
  • Functional platforms for stakeholder engagement along the commodity value chains.
  • Detailed profile of all actors in the agriculture subsector in the zone
  • Developed and well-maintained catalogue/database for dissemination of improved agricultural technologies for agro-inputs provided through the E-voucher system for dissemination to end-users.
