Job Description

The Women Protection and Empowerment Officer will help reimagine and reshape nationally driven and locally led social protection systems to serve displaced women, children and others who are at the greatest risk of trauma, violence, abuse and exploitation during the COVID-19 pandemic response and beyond. The ideal candidate will develop GBV case management training modules and strengthen the capacity of  local civil society organisations to pioneer and field test the progressive uptake of multi-tiered case management by local civil society organizations under the oversight of the Ministry of Gender, Labor and Social Development (MoGLSD), if practicable. S/he will identify opportunities to leverage IRC WPE programming and ensure complementarity with key Government counterparts and development partners. The WPE Officer reports directly to the WPE Manager and is based in Kampala.

Duties and Responsibilities

  • Plan, organize support delivery of trainings on GBV core concepts, guiding principles, case management, and documentation to the CSO piloting the project.
  • Provide routine supervision and mentorship support to and monitoring of the local partner to ensure adherence with best practices and alignment with approved project documents.
  • Update and ensure consistent utilization of the work plan, spending plan and procurement plan,
  • Contribute to identifying opportunities for, designing and developing concept notes and proposals to scale up the Seed Initiative and grow the WPE portfolio.
  • In collaboration with other WPE field leads, spearhead the roll out of the ROSA App in all WPE implementing field locations.
  • Ensure adequate project monitoring and evaluation systems are in place to collect information and consolidate data on a regular basis to demonstrate impact and inform ongoing program design.
  • Contribute to technical leadership on social protection and support IRC representation in high level and strategic meetings involving key Government counterparts and other national and local stakeholders.
  • Contribute to leveraging programmatic interventions to influence policy dialogue on development-oriented approaches to promote the inclusion of refugees and displaced populations in national social protection policies and systems 
  •  In consultation with the WPE Manager, monitor GBV interventions, ensuring these activities are informed by target beneficiaries and correspond to their priorities and safety.
  • Compile weekly and monthly project updates and share with the WPE Manager for review and consolidation
  • Where required, participate in high level and strategic meetings involving key Government counterparts and other national and local stakeholders.

Key Working Relationships

Position reports to:  WPE Manager

Other internal contacts: PROL, Finance, Supply Chain, Health,  Urban Programme Manager, WPE Coordinator.

Qualifications

  • University degree in Social Sciences: Social Work, Gender/Women Studies, Public Health, or other appropriate fields
  • At least 2 years’ experience in the field of protection and Gender-based violence prevention in an emergency setting
  • Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
  • Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills.
  • Ability to use good judgment when making decisions and to take accountability for decisions made.
  • Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
  • Good interpersonal skills including ability to gain trust and build relationships.
  • Ability to handle multiple tasks; proven self-initiative and problem solving abilities.
  • Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
  • Be able to work in a stressful setting and adapt quickly to changing environments.
