About the Company:

Uganda Electricity Transmission Company Limited (UETCL) is a Public Limited Company wholly owned by the Government of the Republic of Uganda, and holds the following operational licenses. System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre). Our Vision is: “Electricity Transmission for sustainability for sustainability Development.”

 

Job Summary:   To manage the company’s land and wayleaves for the efficient and safe transmission of electricity.

 

Key Duties and Responsibilities:

  • Prepare, negotiate and complete Wayleaves agreements and other consents in respect to Wayleaves Corridors.
  • Investigate the Land Registry, Planning Authority and Utility Company websites and other information sources to establish land or property ownership.
  • Work closely with other Departments in the Company on matters relating to encroachment on Wayleaves corridor.
  • Prepare and issue Notices of Encroachment on UETCL Wayleaves corridors, participate in demolition of illegal structures and maintain encroachment free Wayleaves corridors.
  • Undertake sensitisation and patrols and participate in Radio and Television talk shows in order to create awareness about the restrictions in respect to Wayleaves corridors; participate in demarcation of Wayleaves corridor and act as a Contract Manager for the same.
  • Oversee the payment of compensation, professional fees, and other costs associated with Wayleaves damage claims.
  • Track the status of all leasehold titles for the Company facilities, ensure that the leases due to expire are renewed in time; property rates together with ground rent are appropriately and properly assessed and paid timely.
  • Ensure that all transmission lines that have been commissioned are timely handed over to the Survey & Valuation Section for Wayleaves management.
  • Prepare budgets for Wayleaves management and participate in procurement processes regarding acquisition of service providers in regard to Wayleaves activities like demolition etc.
  • Act as expert witness in court cases relating to Wayleaves corridor.
  • Actively maintain excellent relationships with landowners, agents, Government Departments and other external bodies.
  • Undertake assessment of damaged properties resulting from operation and maintenance works along the Wayleaves corridor; maintain close liaison with the Office of the Chief Government Valuer in matters regarding compensation of damages.
  • Provide general technical assistance regarding Wayleaves management.
  • Highlight priority Wayleaves that will have a direct impact on deliverables for the Company.
  • Proactively monitor and maintain Wayleaves records; provide weekly, monthly, quarterly and annual status reports and work plans for tasks in regard to Wayleaves.
  • Carry out any other activities as may be assigned by the supervisor.
Qualifications, Skills and Experience:
  • Bachelor of Science in Land Economics, Bachelor of Science in Valuation, Bachelor of Science in Land Surveying or Bachelor of Science in Surveying and Land Information.
  • 5 years working experience and at least 3 years’ experience in land management, Wayleaves management or road reserves management
  • Registration with the Surveyors Registration Board is an added advantage.
  • Ability to handle public awareness campaigns
