BACKGROUND

Uganda Red Cross Society obtained funding from the Government of Uganda through Ministry of Health to support Response to Health Emergencies in Uganda in the financial year 2019/2020.The Project focuses on Improving Response to Road Traffic Accidents and Relief to Disaster victims. This Program will have a call system linkage with Uganda Police Emergency line and shall be operated from National Office to link the Emergency Response team with the Accident victims. URCS plans to recruit 6 call center Operators/Assistants to be based at Headquarters.

Job Purpose:

The WASH Focal Person shall be responsible for direct implementation of the proposed project activities in the project location as part of a large WASH program. The position holder with support from the URCS WASH Project Engineer, Coordinator, Austrian Red Cross WASH Delegates and key relevant external stakeholders will be required to implement the proposed set of activities for improved WASH services delivery within the refugee settlement camps and host communities of Yumbe District.The WASH Focal Person shall be responsible for the assessment, implementation and reporting of all WASH activities (Hardware & Software), planning, management of material, of the National Society within the project.

KEY RESPONSIBILITIES.

  1. Provides training, coaching and support supervision to project volunteers.
  2. Liaises and maintains good coordination with Government, UNHCR and relevant stakeholders in consultation with respective Project officer /manager, Operations and Branch Managers on WASH activities and policies;
  3. Ensures that the trainings, sensitizations in PHAST and other activities at different levels within the project are conducted in a timely and quality manner.
  4. Conduct technical assessments of the WASH facilities including water supply scheme in the project areas to establish magnitude of damage, identify the required spare parts and execute necessary corrective actions for management decisions.
  5. Prepare technical reports including technical drawings, BoQs & specifications for bid documents to facilitate water source works contractual processes by Supply Chain department in consultation with project officer.
  6. Technical Support supervision of contracts whenever they are awarded, maintains link with contractors and closely monitors /supervises the contracted works to completion.
  7. Support the hygiene promoters and communities in sanitation and hygiene promotion through latrine construction and use within the project areas;
  8. Prepares weekly, monthly and quarterly progress reports in accordance with URCS guidelines and presents the same for incorporation into the overall settlement status update reports.

PERSONS SPECIFICATIONS:

Education Qualifications
  1. Minimum Bachelor’s Degree in Water Engineering, Civil engineering or a related field from a reputable institution OR a Diploma in Water Engineering, Civil Engineering or a related field from a reputable institution BUT with 3 years’ experience implementing WASH Hardware.
Essential
Experience
  1. Minimum (1) years’ experience in a similar position;
  2. Specialized training in Participatory Hygiene and Sanitation Transformation (PHAST) & PHASE will be an added advantage;
  3. Sound training in water resources management will be an added advantage;
Essential Skills
  1. High level of integrity;
  2. Very good computer skills (Word, Excel) and ability to run specific software (AutoCAD and basic GIS);
  3. Good initiative and self-motivated individuals to work with minimal supervision efforts.
  4. Good interpersonal skills and working relations with other staff under his/her supervision and other stakeholders.
  5. Excellent spoken and written English communication skills; ability to compile and assimilate content in short time frames;
  6. Ability to work across different actors, cultural contexts, technical areas and bridge silos within the organization and
