JOB DETAILS:
Mountains of the Moon University (MMU) is a Public University established under Statutory Instrument, Number 2 of 2022, hence a body corporate with perpetual succession and a Common Seal.

First established as a Private University in 2005, by the National Council for Higher Education (NCHE), in accordance with the Universities and Other Tertiary Institutions Act 2001, as amended, MMU has been making strides toward becoming an academic Centre of excellence.

To consolidate its desire for academic excellence, MMU hereby invites applications from suitably qualified and skilled candidates for the following positions: –

Purpose of the job
To provide leadership and general administration of the University, including the custody of its seal and administration of the assets.

Duties and responsibilities:
The main duties and responsibilities for the job are to;
1. Carry out the role of Accounting Officer of the University.
2. Serve as a Secretary to the University Council and its Committees.
3. Provide professional advice and guidance, as well as interpretation of Council policies and decisions.
4. Ensure that accounting procedures, manuals, and other documents relating to financial control and management, are in place as per approved financial laws and regulations.
5. Coordinate and facilitate the timely preparation of the University’s annual budget and work plan.
6. Monitor and track the utilization of recurrent and development expenditures against approved work plans and budgets.
7. Coordinate the production of the University Financial Management Reports, from the Administrative and Academic Units.
8. Coordinate the production of Final Audited Accounts of the University.
9. Maintains a register of all University assets and facilities and ensures that they are effectively and efficiently managed and utilized.
10. Coordinate the procurement of goods, services, and works and ensure that all contractual obligations are fulfilled in accordance with the provisions of the Public Procurement Disposal of Assets (PPDA) Act and Regulations.
11. Ensure that procurement procedures, manuals, procurement plans, and other documents relating to procurement Management, are in place in accordance with the relevant laws and regulations.
12. Ensure that Human Resource procedures, manuals, and other documents relating to Human Resource Management, are in place in accordance with the laws and regulations.
13. Ensure that recruitment, performance management, staff development, staff welfare, discipline, and other human resource functions, are handled in accordance with the laws and regulations.
14. Ensure efficient and effective management of the retirement benefits scheme and adherence to all matters relating to compensation and labour relations.
15. Ensure that legal matters are handled in accordance with the law and the attendant regulations.
16. Supervise Staff, assess their performance and identify training needs, and make appropriate recommendations for training.

Required qualifications and experience
Should have a minimum of;

1. Bachelor’s degree in either Business Administration, Public Administration, Education Management, or Economics, obtained from an internationally recognized Institution.
2. Should have a Master’s Degree in either Business Administration, Public Administration, Education Management, or Economics obtained from an internationally recognized Institution.
3. Experience of not less than eight (8) years of working experience, four (4) of which are in senior management positions in a reputable institution.
4. Should be knowledgeable about Government policies and procedures.
5. Additional postgraduate training in either Administrative Law, Business Management, or Strategic Investment Management, obtained from a reputable professional development Institution, will be an added advantage.

2. Excellent/Visionary leadership, public relations, enterprising and innovative with a commitment to Institutional growth and development
3. Self-motivated, enthusiastic, and flexible enough in addressing different situations.
4. Demonstrated capacity in financial management, management of Strategic Projects, Contracts, Financial and Human Resources in Institutions of higher education and training.
5. Demonstrated computer literacy skills
6. Proven record of high integrity and level of ethical standards.

Key outputs
1. Developed annual Human Resource plans,
2. Implemented Human Resource Policy.
3. Departments work plan and budget for Human Resource functions, processes, and activities.
4. Provide professional advice and guidance to Council on matters of HR.
5. Maintain resources of the department.
6. Initiate systems and strategies to manage HR in the university.
