TERMS OF REFERENCE (TOR) for the Documentation of the RAHU's Peer Education Model.

1. Introduction and Background
Reach A Hand Uganda seeks a consultant to support the documentation of the Peer Education model and its impact over the years.
The peer education model is a popular and versatile approach utilised by Reach a Hand Uganda to promote access to sexual reproductive health information and services among young people. This model supports Uganda's youth empowerment, social behavioral change and advocacy initiatives.
Reach a Hand has institutionalised the model to improve young people's health-related knowledge, attitudes, and skills and their access to health services. To enhance the effectiveness of its peer education program.

2. About Reach a Hand Uganda.
RAHU is a youth-centred non-profit organisation focused on youth empowerment programs with an emphasis on Sexual Reproductive Health and Rights (SRHR). We focus on addressing factors that limit access to SRHR services and information through designing effective behavioural change communication strategies and advocacy campaigns to create awareness and mitigate sexual reproductive health risks among young people today including HIV/AIDs, Teenage pregnancies, maternal and child mortality, mortality due to drowning, GBV and mental health issues among others.

3. Purpose of the Assignment.
The purpose of this consultancy is to support the documentation of RAHU's peer education model. The documentation will include a comprehensive review and impact assessment of the application of the peer education model as utilised across different programs in the West Nile, Kampala, Western, Busoga, and Sebei Regions.
The objectives of the Peer Education model under RAHU are:

  • To improve access to information on SRHR and empower young people to make informed life choices.
  • To reduce risk and promote young people's rights, individual and collective empowerment about sexual and reproductive health.
  • To strengthen young people's interpersonal communication skills, enabling them to ably communicate with peers on sexual and reproductive health.

    The Consultant will work closely with the Reach a Hand Uganda team to evaluate the contribution of the peer education model across different programs and development of an evaluation and documentation methodology.

4. Scope of Work
The consultant(s) will be required to:

  • Develop an assignment methodology.
  • Review existing peer education materials and selected programs.
  • Work with Reach a Hand Partners to study the application of the model in different programs.
  • Conduct data collection exercises in Adjumani, Kampala, Kasese, Busoga, and Sebei Regions through physical and online engagements.
  • Conduct Desk reviews of programs and relevant documents.
  • Participate in validation sessions with key stakeholders.
  • Finalize the documentation, incorporating the feedback received.

4. Deliverables
The consultant(s) is expected to deliver:

  • Inception report detailing the methodology and work plan.
  • Develop documentation methodology, proposal and data collection tools.
  • Validation report summarizing stakeholder feedback.
  • Finalized Documentation/ research report.

6. Qualifications and Experience
The ideal consultant(s) should possess:

  • A strong background in Sexual Reproductive Health and Rights, working with young people and peer education.
  • Experience in research, program development and implementation.
  • Proven expertise in monitoring and impact evaluation.
  • Familiarity with Uganda's SRHR policies and youth engagement strategies.
