Terms of Reference (ToR) for Conducting CYCC Phase Two Endline Evaluation

1. Background

Share An Opportunity Uganda (SAO-U) has been implementing the Children, Youth, and Communities for Change (CYCC) program in Aperkira and Kaberamaido communities in Kaberamaido District since 2018/2019, with support from Transform Aid International (TAI). The program is implemented in three-year phases:

  • First Phase: Ended in June 2021.
  • Second Phase: Ends in June 2025.
  • Final Phase: Begins July 2025.

The program focuses on community empowerment, child and youth well-being, education, child protection, and sustainable livelihoods.

2. Objectives

2.1 General Objective

To conduct an independent external endline evaluation of the CYCC program’s community empowerment approach in Kaberamaido.

2.2 Specific Objectives

The evaluation will assess the program based on the DAC evaluation criteria:

  • Relevance: Alignment with community needs and priorities.
  • Effectiveness: Achievement of objectives and results.
  • Coherence: Use of existing systems and structures.
  • Efficiency: Economic and timely delivery of results.
  • Sustainability: Continuation of net benefits.
  • Impact: Positive or negative higher-level effects.

3. Guiding Evaluation Questions

The evaluation will address key questions under each DAC criterion:

3.1 Impact
  • What positive or negative changes have occurred at individual, family, and community levels due to the project?
  • What factors and actors contributed to these changes?
3.2 Relevance
  • How well do the project objectives and approaches align with community priorities?
  • Is there community acceptance or resistance to the project?
3.3 Effectiveness
  • How is the project progressing toward its objectives?
  • What strategies need to be continued, changed, or discontinued?
3.4 Coherence
  • How does the project align with other interventions in the area?
3.5 Efficiency
  • Have project outputs been achieved cost-effectively?
  • What factors enable or hinder project efficiency?
3.6 Sustainability
  • What sustainability mechanisms are in place?
  • Can communities continue development without project support?
3.7 Participation and Influence
  • How has the project contributed to greater inclusion and equity?
  • How safe are communities for vulnerable and marginalized groups?

4. Methodology

The consultant will:

  • Conduct a desk review and consultations.
  • Visit CYCC sites to collect data.
  • Use quantitative and qualitative methods, including interviews with stakeholders, key informants, and SAO-U staff.
  • Submit an inception report detailing the methodology.

5. Evaluation Scope

5.1 Content Coverage

The evaluation will assess the achievement of all CYCC project objectives over the past 7 years.

5.2 Geographical Scope

The project is implemented in Kaberamaido District, specifically in Kaberamaido and Aperikira sub-counties.

5.3 Key Deliverables
  • Technical proposal and detailed budget.
  • Inception report.
  • Draft and final evaluation reports (soft and hard copies).
  • Data collected during the evaluation.
  • A 10-minute evaluation video.

6. Required Qualifications

  • Lead Evaluator: Master’s degree in Monitoring and Evaluation, Social Sciences, or related field. A postgraduate diploma in project planning or M&E is mandatory.
  • Experience: Minimum of 10 years in project evaluation, using Theory of Change (ToC) and logical frameworks.
  • Skills: Expertise in quantitative and qualitative data collection tools (e.g., KOBO Tool), focus group discussions, and interviews.
  • Language: Knowledge of Kumam and Ateso is an added advantage.

7. Time Schedule and Payment

  • Duration: 1 month from contract signing.
  • Payment:
    • 60% upon approval of the inception report.
    • 40% upon submission of the final report.

8. Assistance to Consultants

SAO-U will provide:

  • Relevant reports, maps, and data.
  • Technical support from the M&E office.

9. List of Similar Assignments

The consultant must provide a list of up to 5 similar assignments completed in the last 3 years, with supporting documents.

10. Supporting Documents

  • Company Certificate of Registration (for firms).
  • CVs of designated personnel.
  • VAT registration certificate with TIN number.
  • At least 3 positive references from previous clients.

11. Security

A risk assessment will be conducted before field visits. SAO-U will advise on the security situation and mitigation measures.

12. Ownership and Confidentiality

All intellectual property and data from the evaluation will belong to SAO-U and TAI. The consultant must maintain confidentiality and seek prior approval for any publications.

13. Child Safeguarding and PSEAH

The consultant must comply with SAO-U’s safeguarding policies, including completing child safeguarding documentation.
