1. Introduction
The Human Rights Centre Uganda (HRCU) is a non-profit organization operating in Uganda since 2008. HRCU’s mandate is to protect and promote the rights of Human Rights Defenders (HRDs). The project, supported by Protestant Agency for Diakonie and Development for Bread for the World, ran from March 2022 – February 2025, targeting increased realization and enjoyment of human rights among young people in Kitgum District.
2. Background
Uganda has a youth-dominated population, and Kitgum District's youth (21% of its 204,048 population) face unique challenges due to its war-torn history, including limited access to justice. The project aimed to address these barriers by equipping youth HRDs and justice actors with skills, resources, and networks to ensure justice accessibility.
3. Evaluation Purpose
The evaluation will assess:
- Project performance.
- Strategic directions for future initiatives.
- Key lessons learned, challenges, and recommendations.
4. Evaluation Criteria and Key Questions
Criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability.
Key questions address:
- Alignment with the target group’s needs.
- Resource efficiency.
- Achievement of objectives.
- Prospects for sustainability.
5. Scope of the Review
The evaluation covers:
- Policies and practices affecting youth justice.
- Youth skills, perceptions, and practices.
- JLOS actors' roles and youth-justice relationships.
- Challenges faced by youth in accessing justice.
- Informal justice actors' contributions.
6. Methodologies and Approaches
The evaluation involves:
- Document reviews.
- Data collection (quantitative and qualitative).
- Field visits and stakeholder interviews.
- Surveys and focus group discussions.
7. Consultancy Deliverables
- Inception report and presentation.
- Data collection tools.
- Draft and final reports.
- M&E performance matrix.
- Lessons learned, success stories, and recommendations.
8. Qualifications and Experience
- Relevant qualifications in M&E, human rights, or related fields.
- 5+ years of evaluation or project monitoring experience.
- Strong understanding of Uganda's legal framework.
- Analytical and excellent communication skills.
9. Proposed Payments
Payments are milestone-based:
- 40% on inception report presentation.
- 30% on draft report presentation.
- 30% on final report presentation.
10. Fees and Cost Estimates
Consultants should quote an estimated cost in Ugandan Shillings based on their experience and application.
11. Duration of the Assignment
The assignment is expected to take 45 days.
