About MOESNA
The Maritime Organization for Eastern, Southern, and Northern Africa (MOESNA) is an intergovernmental maritime body dedicated to promoting, protecting, and coordinating the shipping and maritime interests of its member states in the region.
Mission: To advocate for efficient and competitive shipping services that contribute to socio-economic development in the region.
Background for the Assignment
Despite the trade opportunities presented by the African Continental Free-Trade Agreement, inter-African trade remains minimal, partly due to insufficient connectivity and lack of African-owned vessels. MOESNA advocates for the establishment of a regional shipping line(s) to:
- Facilitate intra-regional trade.
- Reduce dependency on foreign-owned carriers.
- Enhance regional collaboration in maritime trade.
- Draft a unified Regional Cabotage Protocol to address shipping constraints.
Objectives of the Assignment
- Conduct a feasibility study for the establishment of a regional shipping line(s).
- Draft the Eastern, Southern, and Northern Africa (ESNA) Regional Cabotage Protocol.
- Propose a sustainable implementation model and operational framework for the shipping line(s).
Key Deliverables
- Raw Data: Collected for the purpose of the study.
- Market Study Report: Analyzing the current seaborne demand and shipping markets for the region.
- Feasibility Study Report: Detailing the viability of the proposed regional shipping line(s).
- Implementation Strategy: Including milestones, business plans, and financing models.
- Cabotage Regime Report: Highlighting national policies and regulations.
- Draft Regional Cabotage Protocol: To be adopted and ratified by member states.
Required Expertise
The consultancy firm must demonstrate:
- A team leader with at least 15 years’ experience in maritime transport and 10 years as a consultant.
- Shipping, transport economics, and maritime law experts with proven credentials and regional experience.
- Knowledge of African maritime laws, policies, and regulatory environments.
Assignment Duration
The consultancy will span seven months from the date of contract signing.

Selection Process
Evaluation will follow the Quality and Cost-Based Selection (QCBS) method, with:
- Technical Proposal: 80% weighting.
- Financial Proposal: 20% weighting.
Proposals will be assessed on experience, methodology, and the qualifications of key personnel.
