Org. Setting and Reporting
This position is part of the Regional Field Technology Service (RFTS) at the UN Regional Service Centre Entebbe (RSCE).
The Telecommunications Officer will report to the Unit Supervisor and supervise the ICT Operations Unit, supporting the RSCE and its client missions as per the RFTS mandate.
The RSCE provides efficient and scalable services to various UN entities, including human resources, finance, transport, ICT, and administrative operations.

Key Responsibilities
ICT Systems Design and Management
• Lead the design, installation, testing, commissioning, and decommissioning of ICT systems, including local, metro, and regional networks.
• Supervise the lifecycle management of legacy and new systems, ensuring seamless integration.
Technical Standards and Procurement
• Draft technical specifications and standards for ICT equipment (e.g., routers, switches).
• Evaluate vendor proposals, conduct tests, and recommend ICT equipment for procurement.
Service and Performance Optimization
• Establish performance standards for telecommunications equipment and recommend corrective actions to enhance service quality.
Emergency Communications and Security
• Provide emergency communication capabilities to support staff security.
• Act as a focal point for interagency emergency field security communications.
Planning and Capacity Building
• Plan and execute rapid set-up of ICT infrastructure at local and wide-area levels.
• Lead training activities on communications technology, collaborating with HR.
Management and Collaboration
• Supervise teams and manage ICT projects using Prince2 project management standards.
• Coordinate with other UN agencies to enhance interagency collaboration in telecommunications.
Documentation and Presentations
• Prepare Standard Operating Procedures (SOPs), technical documentation, and training modules.
• Make presentations to staff and agencies on ICT systems and technologies.

Work Experience Requirements
Required:
• Minimum 10 years of progressively responsible professional experience in:
o Telecommunications
o Electronic data transmission
o Network design
o ICT operational support services
(If a candidate holds a university degree, the minimum experience is reduced to 5 years.)
• Experience leading and managing medium to large ICT teams across diverse geographical areas.
Desirable:
• Designing, coordinating, and delivering training on innovative technologies.
• Work experience in field operations of UN or international organizations or military operations.
• Administrative experience, including:
o Budget preparation and reporting
o Procurement and contract management
o Staff recruitment
Languages
• Required: Fluency in oral and written English.
• Desirable: Knowledge of French.
