Institutional Background
The African Network for the Care of Children Affected by HIV/AIDS (ANECCA) is a network of clinicians and social scientists with a mission to improve the quality of health care services for women, children, adolescents, young adults, and their families in Africa. ANECCA is a registered NGO in Uganda with strong collaboration with the Ministry of Health, District Local Government, and other related institutions.
ANECCA is implementing the USAID Local Partner Health Services – Karamoja Activity, purposely to Support the public health sector to increase the availability, accessibility and utilization of quality integrated HIV and TB services in the Karamoja-region in Eastern Uganda. We are thus seeking applications for qualified individuals for the position of Health Informatics Officer to be based at the Moroto office.

Job summary:
The Technical Manager under the supervision of the Director Technical Services will guide and oversee implementation of the USAID’s Local Partner Transition Health Services – Karamoja for all the technical areas in the region, including; TB, HIV Care and Treatment, HIV Behavioral Prevention, VMMC, PMTCT, Community Linkages, Youth and Gender, Social Behavior Communication and District Stewardship and Coordination. He/she will also manage relationships with district partners in the supported districts.

Roles and responsibilities:
• Management and Supervision
• Supervise administrative activities including conducting staff appraisals, reviewing and approving financial and administrative requests and accountabilities
• Support development and timely submission of work plans and budgets
• Supervise the technical officers to ensure that the implementation of activities is responsive to the needs of the program
• Review and improve technical strategies employed to ensure the USAID’s Local Partner Health Services – Karamoja program work plan is adhered to and implemented with measurable success
• Provide targeted coaching, and technical assistance to the Project staff, DHTs, health facility staff and district-based civil society counterparts in the supported districts and health facilities.
• Develop and maintain a competent & motivated district teams through implementing HR support activities in line with the Human Resources manual
• Work with the Technical officers to support healthcare facility teams to improve delivery of quality HIV, TB, and well-coordinated Laboratory and Supply Chain services by ANECCA; at all levels of healthcare through support supervision and mentoring.
• Ensure crosscutting themes like gender, health workforce development and leadership are well integrated into activities.
• Support the integration of quality improvement approaches into health services delivery at the health facilities within the districts and health facilities.
• In collaboration with the Knowledge Management staff, support the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports
• Ensure proper implementing coordination at district and health facility levels, working with the District Health Teams in the respective districts.
• Closely support the project M&E team, and individual project staff in ensuring reporting of district and health facility results on weekly, monthly and a quarterly basis as deemed appropriate
• Develop and monitor the implementation of the capacity building plans based on clear identified needs i.e. training, mentorship, and support supervision programs District Support Work with the project district-based teams to:
• Build and manage relations with the respective districts through regular engagement, coordination meetings and joint review of plans and activities
• Develop, manage and implement work plans and prepare reports appropriately.
• Develop and maintain strategic partnerships and networks with district key stakeholders and other partner organizations involved in programs and advocate for a comprehensive, relevant and harmonized interventions in the region in line with various program
• Develop and monitor the implementation of strategies for strengthening the referral system from village level using VHTs/ community stake holders to various levels of health facilities as well as the Regional Referral Hospital in line with MoH referral structure

Qualifications, job requirements and competencies:

• A Bachelor’s Degree in Medicine (MBChB) or A Bachelor’s Degree in Nursing (BScNursing)
• A master’s degree in Public Health or related health field is preferred.
• At least 5 years’ of professional experience in comprehensive health programs including HIV/AIDS/TB prevention, care & treatment.
• Practical knowledge and skills in designing, planning, implementing and monitoring HIV/AIDS programs.
• Good knowledge of the district health system and community- facility linkage structures.
• Experience in leading and managing Interprofessional teams of health and non-health professionals.
• Ability to implement and monitor quality improvement projects embedded in the program.
• Excellent interpersonal, communication and networking skills; and great report writing skills
