Organization details

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ in cooperation with the Ministry of Energy and Mineral Development (MEMD) and aims at improving the framework conditions for access to clean energy in rural and peri-urban areas. There are four key outputs: 1) Policy 2) Market Development 3) Vocational Skills Development 4) Decentralisation Output 2 aims to improve the conditions needed to strengthen the market for renewable energy and energy efficiency technologies. To this end, SMEs are supported in marketing their related technologies in the form of campaigns. These activities are directed at supporting the supply side and are carried out in conjunction with the business associations (e.g. UNREEEA). They include marketing campaigns in the media, for example. On the demand side, entrepreneurs are given information about the requirements for creditworthy investments in renewable energy and energy efficiency and trained on applying for credit. The TC module will also promote the productive use of renewable energy and/or energy efficiency technologies with a view to boosting income, for example, or expanding production chains (e.g. agriculture) in SMEs and institutions; it will also provide advice to support energy planning in industrial parks. Advisory Services BMZ implementation The national technical advisor is embedded in the GIZ Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP). The Technical Advisor will provide technical advisory services in the area of renewable energy, energy efficiency and decentralised planning for energy at District Local Government level in close coordination with Head of Market Development, PREEEP/BMZ Commission and Head of Project. GIZ is recruiting technical advisor market development to support the project in its implementation.

Responsibilities

A. Key Responsibilities

The incumbent will be responsible for

  • Independently developing strategies and implementing activities that ensure targets related to business development under market development component are met.
  • Coordinating, and implementation of stakeholder workshops, meetings, awareness campaigns, trainings with SMEs and financial institutions and feasibility studies in cooperation with associations in northern Uganda.
  • Closely work with public and private sector stakeholders with regards to market development for renewable energy and energy efficiency.
  • Conducting specific research needed for planning or implementation within the programme component
  • Contribute to the achievement of the indicators of the market development output

Within this context, s/he fulfils the following tasks:

B. Specific Tasks

Business Development Support for SMEs and social institutions

  • Develop concepts and strategies to support SMEs and social institutions in developing bankable proposals for renewable energy (RE) and energy efficiency (EE) solutions
  • Conceptualize and coordinate business trainings for SMEs and social institutions relevant for developing bankable proposals
  • Engage Financial institutions in trainings for SMEs and social institutions
  • Contribute to training concepts for Financial Institutions on RE and EE technologies and financing
  • Conduct financial assessment of projects to be developed under market development
  • Closely work with relevant business associations to implement activities and increase their membership and presence in Northern Uganda.
  • Engage private sector associations in providing business development services for their members, particularly in Northern Uganda

Support awareness campaigns for RE and EE Technologies

  • Creating awareness on renewable energy and energy efficiency among institutions and small and medium energy consuming facilities.
  • Contribute to the conceptualisation of the second and third phase of the awareness campaign “Clean Energy for a better life” including radio, print and social media
  • Support capacity building measures for business associations in conducting marketing and awareness campaigns
  • Support the organisation of the second Energy Fair in Lira in 2021 including attracting sponsors and partners
  • Align with Partner District Local Governments in Northern Uganda and support dissemination of experiences
  • Assist in and/or carry out other program activities and tasks which may not be explicitly mentioned in the job description, as assigned

Co-ordination and monitoring

  • Ensure good communication flow with the partners, regarding planned activities in the programme component.
  • Support short-term consultants and expert of the programme to fulfil their tasks during their assignment.
  • Plan and conduct regular monitoring and evaluation of assigned market development activities.

Knowledge Management

  • Assist in recording and reporting of results of all activities undertaken.
  • Provide inputs to the database of the programme on activities of the component.
  • Organize and maintain the programme documentation, filing system in accordance with the data management systems of the programme.

General Duties

  • Familiarize him/ herself with GIZ-specific planning, implementation and reporting procedures and its changes
  • Support the organization and takes part in planning and review meetings of the GIZ energy programme, when called upon
  • Represent the interests of, and always acts on behalf of PREEEP

Other duties/additional task

  • Performs other duties and tasks at the request of management
Qualifications
  • University degree in finance, business administration, economics, electrical engineering or any other related course.
  • A masters’ degree in the renewable energy sector will be an added advantage
Details of experience
  • Minimally 5 years of professional working experience in the business development sector, preferably within the renewable energy sector.
  • Strong understanding of business development services for SMEs
  • Understanding of the financing products and lending conditions for SMEs and social institutions, particularly with regard to RE and EE financing products
  • Proven experience in conducting and evaluating feasibility studies for small enterprises;
  • Previous work experience with the private sector, either with SMEs, social enterprise, business associations or financing institution, preferable in the RE/EE sector
  • Strong mentoring and advisory skills related to capacity building efforts;
  • Strong interpersonal skills in order to deal tactfully and effectively with internal and external contacts
  • Ability to meet commitments, plan ahead of time, observe deadlines and achieve results

  • Ability to express his/herself clearly and concisely both verbally and in writing
  • Excellent communication skills
