Organization details

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ in cooperation with the Ministry of Energy and Mineral Development (MEMD) and aims at improving the framework conditions for access to clean energy in rural and peri-urban areas. There are four key outputs: 1) Policy 2) Market Development 3) Vocational Skills Development 4) Decentralisation Output 4 aims at improving local capacity to mainstream access to clean energy. To this end, the project coordinates with the task force responsible for decentralisation at Ministry of Energy and Mineral Development (MEMD) to advise District Local Governments (DLGs) on integrating the issue into their planning procedures (e.g. district development plans, annual budgets), especially for socially relevant sectors (such as health and education). The output also focuses on setting up pilot systems in public institutions (e.g. schools, health centres), designed to demonstrate how renewable energy and energy efficiency technologies are used in practice (e.g. biogas, solar energy, energy-efficient cooking stoves). The project also promotes the dissemination of existing experience with renewable energy and/or energy efficiency technologies within a given district and in other districts using appropriate event formats (e.g. field trips, awareness-raising material, local events). Advisory Services BMZ implementation The national technical advisor is embedded in the GIZ Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP). The Technical Advisor will provide technical advisory services in the area of renewable energy, energy efficiency and decentralised planning for energy at District Local Government level in close coordination with Head of Component Decentralisation, PREEEP/BMZ Commission and Head of Project. GIZ is recruiting technical advisor decentralisation to support the project in its implementation.

Knowledge, Skills & Competences
  • Language skills: very good command of English language (spoken and written).
  • Knowledge of local languages in Northern Uganda is an added advantage
  • Good working knowledge of modern telecommunication systems, IT-know-how (MS Office, MS Teams, Access or Excel or other database program)
  • Ability to meet commitments, plan ahead of time, observe deadlines and achieve results
  • Ability to express his/herself clearly and concisely both verbally and in writing
  • Strong ability to work within a team and follow a common goal.
  • Strong interpersonal skills in order to deal tactfully and effectively with internal and external contacts
Responsibilities

A. Key Responsibilities

The incumbent will be responsible for

  • Independently developing strategies and implementing activities that ensure project`s targets in the area of energy efficiency, renewable energy and decentralization of energy are met.
  • Advising District Local Governments (DLGs), in particular the District Energy Coordination Structures (DECS) with regard to decentralised sustainable energy solutions
  • Conducting specific research needed for planning or implementation within the programme component

The Decentralisation Advisor will be expected to perform the following tasks:

B. Specific Tasks

Advisory services toward District Local Government (DLGs) on mainstreaming energy

  • Support local governments in incorporating renewable energy and energy efficiency in district planning (e.g. annual work plans and budgets).
  • Build technical capacity of District Energy Focal Persons (DEFPs) in 22 Partner District Local Governments (DLGs) in Northern Uganda regarding renewable energy and energy efficiency solutions.
  • Support the DEFPs to participate in energy planning of Ministry of Energy and Mineral Development (MEMD).
  • Support the DLGs with regard to data management, particularly data on social institutions
  • Support dialogue workshops at District Local Government level and between District Local Governments and MEMD

Plan for demonstration sites for renewable energy with social institutions

  • Support the identification, development and establishment of demonstration sites for renewable energy and energy efficiency in public institutions (e.g. schools, health centres) to demonstrate the use of renewable energy and/ or energy efficient technologies (e.g. biogas, solar energy, energy efficient cooking stoves).
  • Support the development of a partial grant scheme for the demonstration sites
  • Support the procurement process in development of terms of reference (TOR) and
  • support the installations of renewable energy and energy efficiency technologies in the beneficiary institutions and health centres.
  • Provide advice on the dissemination of experience of renewable energy and/or energy efficiency technologies in the district and in other districts.
  • Conceptualize awareness programmes and material on energy mainstreaming, renewable energy and energy efficiency.
  • Support the District Councils and line ministries to visit the demonstration sites for renewable energy and energy efficiency.
  • Conduct trainings for District Local Government staff and in-charges of institutions for maintenance and repair of demonstration sites.
  • Support in the development of Operation and Maintenance Guidelines for clean energy technologies at social institutions.

Co-ordination and monitoring

  • Ensures good communication flow with the partners, regarding the planned activities in programme components.
  • Supports short-term consultants and experts of the programme to fulfil their tasks during their assignment as and when requested.
  • Frequent exchange with other outputs and programmes to foster synergies within GIZ Uganda
  • Contribute to monitoring and evaluation (M&E) for the decentralization component of GIZ PREEEP.

Knowledge Management

  • Assists in the recording and reporting of results in each activity undertaken
  • Provides inputs to the database of the programme on component activities
  • Organizes and maintains the programme documentation, filing system in accordance with the programme M&E system.

General Duties

  • Is familiar with GIZ-specific planning, implementation and reporting procedures and its changes
  • Supports the organisation and takes part in planning and review meetings of the GIZ energy programme, when called upon
  • Represents the interests and always acts on behalf of the GIZ energy programme

Other duties/additional task

  • Performs other duties and tasks at the request of management.
Qualifications
  • Advanced university degree in electrical engineering, renewable energy management, energy economics or related field.
Details of experience
  • Minimum of 5 years working experience in the renewable energy sector
  • Strong understanding of rural electrification both on-grid and off-grid, biomass and other renewable energy technologies
  • Proven experience of planning, seizing and supervision of renewable energy projects, e.g. solar installations, construction of biogas systems or the like
  • Understanding of energy requirements of social institutions, e.g. health centres or schools
  • Strong understanding of the administrative structure and the planning cycle at District Local Government
  • An appreciation of social, gender and youth aspects of energy and rural development.
