About US:

The Ministry of Health (MoH) received funding from the Global fund to fight AIDS, Tuberculosis and Malaria (GFATM) as well as build strong, resilient systems for health to tackle current and new emerging threats.

 

Job Summary:  The System Administrator will be responsible for providing day-to-day technical assistance to the Health Information division for effective provisioning, installation/configuration, planning, operation, and maintenance of digital health and health information systems and related infrastructure.

This individual shall support the Ministry of Health in the implementation of the Health Information and Digital Health Strategy 2020/21-2024/25. Specifically, shall ensure that system hardware, operating systems, software systems, and related procedures adhere to organizational values, enabling staff, volunteers and partners. The SA will ensure the smooth transitioning of projects from the development to the production phase. Responsibilities on these systems include business process reengineering, system deployment, operations and support, maintenance and research and development to ensure continual innovation.

 

Key Duties and Responsibilities:

  • Configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements as per the ICT policy guidelines.
  • Develop and maintain installation and configuration procedures.
  • Support in conducting national digital health/IT assets audits and develop strategies to optimize these assets and the data they generate.
  • Support in the development and implementation of the digital health enterprise architecture and standards.
  • Conduct system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
  • Information Technology system’s user account management.
  • Guidance on systems integration and interoperability for health information exchange and data use of data management information systems.
  • Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot system issues.
  • Support the rollout of digital health and health information systems including user training.
  • Support digital systems and health information system governance issues, data safety and protection requirements.
  • Perform ongoing performance tuning, hardware upgrades, and resource optimization as required.
  • Support the repair and recover from hardware or software failures.

Qualifications, Skills and Experience:

  • The applicant must hold a master’s degree in computer science, Information Technology, health informatics, or another closely related field is required.
  • At least a minimum of seven (7) years of work experience with Government of Uganda in digital health and information systems, especially in national scale deployment and maintaining digital health and health information systems.
  • Experience in configuring hardware, peripherals, services, settings, directories, storage, etc. as per the ICT policies.
  • Experience in conducting routine system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes.
  • Experience in Information technology System’s user account management.
  • Experience in providing technical input surrounding the development, implementation and maintenance of digital health solutions and technologies including the application of recommended Health Information System architectures and standards.
  • Experience in supporting the deployment and maintenance of national digital health initiatives to scale.
  • Experience in working with Digital Public Goods such as DHIS2, OpenSRP, Community Health Toolkit, RapidPro, etc., and health data exchange standards (HL7 FHIR etc.).
  • Experience in supporting digital systems and health information system governance issues, data safety and protection requirements.
  • Demonstrated experience in providing Tier III/other support to end users or setting up support channels for system end users.
  • Demonstrated experience in the development of technical documentation including guidelines to support the digital health system implementation.
  • Experience supporting systems integration and interoperability for health information exchange and data use of data management information systems.
