Description of Responsibilities /Scope of Work

The consultant will provide technical and operational assistance to the principal consultant in the planning, implementation, analysis, and reporting of the baseline study. The support consultant will directly report to the principal consultant with the overall accountability to the Monitoring and Reporting-Specialist.

Tasks/Expected Outputs:

  • Support the development of inception report and draft baseline reports through the review of relevant laws, policies, reports, and mapping of existing work interventions and key actors on Access to Justice for Women and girls in the target districts.
  • Contribute to the design, refinement, and piloting of data collection tools (qualitative and quantitative), ensuring that data collection tools reflect the right legal terminologies and generate relevant data.
  • Support the collection of baseline data on all indicators, ensuring that the collected data is gender disaggregated where possible.
  • Lead the development of indicator methodological notes in collaboration with the M&R Analyst.
  • Coordinate stakeholder engagements for data collection, ensuring that the relevant stakeholders are met.
  • Contribute to the preparation of the baseline study report by drafting sections, reviewing drafts, and synthesizing findings.

Consultant’s Workplace and Official Travel

This is a home-based consultancy. The consultant will be required to attend in-person meetings at UN Women Uganda Country Office. As part of this assignment, the consultant is expected to travel to all three court circuits (Masaka, Gulu, Nebbi) to collect data.

    • Ability to objectively collect reliable, valid and accurate information and logically analyze, interpret and present findings.
    • Familiarity with human rights concepts and approaches and GEWE normative frameworks.
    • Strong knowledge various methodologies in research, both qualitative and quantitative, such as surveys, record reviews, focus groups and interviews.
    • Strong knowledge of various sampling techniques and their applications and ability to develop the most accurate sampling technique for the methodology.
    • Strong interviewing skills and ability to work independently.
    • Familiarity with human rights concepts, approaches and GEWE normative frameworks.
    • Ability to manage and work with stakeholders.

Required Qualifications

Education

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of experience working within the national justice system as a state or non-state actor.
  • Experience practicing law as an advocate of the High Court of Uganda
  • Experience in conducting research, analysis, interpretation and presentation of findings on gender and human rights issues.
  • Experience in the United Nations systems is desirable.
  • Knowledge and experience in access to justice programming for women and girls in Uganda.

Languages:

  • Fluency in English is required.
  • Knowledge of any local language in the designated court circuits is an asset.
  • Knowledge of any other UN official language is an asset.
