    1. The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSATP), and intends to apply part of the proceeds toward payments under the contracts for the supply, delivery, training and commissioning of heavy earth moving equipment, accessories and maintenance units in four (4) Lots in 2 below. The first contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made under letter of credit.
    2. Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed bids from eligible bidders for the supply, delivery, training and commissioning of heavy earth moving equipment, accessories and maintenance units in four (4) Lots as follows:

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Bids will be evaluated in accordance with the evaluation process and criteria indicated in the documents. The following weights shall apply: Technical 70% and Financial 30%. The minimum technical score required to pass is 80.
  3. Interested eligible Bidders may obtain further information from the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and inspect the bidding document during office hours from 0900 hours to 1700 hours at the address given below.
  4. A Pre-Bid meeting will be held on 6th June, 2025 at Uganda Climate Smart Agricultural Transformation Project (UCSATP) Offices, at Plot 78, Buganda Road, Kampala at 10:00am East African Time with an optional Virtual Meeting link to be sent. A link will be shared with registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register their interest by sending an email address not later than one (1) day to the date of the meeting.
  5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Uganda Shillings Three Hundred Thousand only (300,000/=). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.
  6. Bids must be delivered to the address below on or before 30th June, 2025 at 1100 hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The two Bid envelopes marked “Original” and “Copy” must be sealed and delivered to the address below and be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 30th June, 2025 at 1100 hours East African Time. The third envelope marked “Second Envelope: Financial Part” shall remain sealed and in the custody of the Purchaser until the second public opening.
  7. All Bids must be accompanied by a Bid Security of Uganda Shillings:
  • Lot 1: 635,000,000/= (Uganda Shillings Six Hundred Thirty-Five Million only or equivalent amount in a freely convertible currency)
  • Lot 2: 221,500,000/= (Uganda Shillings Two Hundred Twenty-One Million Five Hundred Thousand only or equivalent amount in a freely convertible currency)
  • Lot 3: 147,000,000/= (Uganda shillings One Hundred Forty-Seven Million only or equivalent amount in a freely convertible currency)
  • Lot 4: 37,000,000/= (Uganda shillings Thirty-Seven Million only or equivalent amount in a freely convertible currency)
