JOB DETAILS:
Specific Responsibilities
Under supervision of the Director of Finance & Administration and in close coordination with the MSH Corporate Contracts Office and technical team members, the Subaward Manager will have the following responsibilities:
Subaward Administration (approx. 60%)
• Coordinating inputs into the solicitation and award, and assessing partner capabilities (if involved during pre-award stage)
• Monitoring of program deliverables ensuring the activities implemented by the subawardees are in-line with USAID and MSH guidelines; ensure that subawardees comply with all donor reporting requirements; conduct regular site visits, draft findings and memos.
• Oversight of overall subaward compliance with terms and conditions and donor regulations, including submission of required certifications and regulatory reporting requirements.
• Identifying capacity strengthening needs and supporting collaborative capacity strengthening plan and activities
• Provide trainings to subawardees, as needed, on donor regulations and compliance with terms and conditions
• Oversight and monitoring of the subaward risk compliance plans or corrective action plans
• Provide input, insights and support for the development and implementation of the project Subawardee Local Capacity Strengthening and Transition Award process and plan.
• Coordinate with the subaward technical supervisor to monitor and evaluate subawardee performance: review, evaluate, and provide feedback on financial and technical reports and deliverables.
• Coordinate with the Corporate Contracts Office to draft and issue subaward modifications, as needed
• Documentation and retention of all subaward files
• Contribute Subaward documentation to Audits
• Contribute to project close out planning and activities
• Lead closeout of subawards
• Escalate subaward issues to the Project Director, DFA, Technical team, and Corporate Contracts Office, as appropriate.
Financial Management (approx. 40%)
• Monitor financial performance/progress, including timely submission of invoices, and review of expenditures against subaward obligations
• In coordination with the finance team, facilitate processing of invoices and payments to subawardees.
• Review subaward workplan budgets to ensure accuracy, completeness and consistency with subaward scope of work.
• Monitor subaward budgets. Request financial reports, pipeline budgets and projections as needed. Collaborate with MSH Contract Department on modifications to subaward budgets in accordance with terms and conditions.
• Provide capacity building for subawardees in the areas of financial management, budget development and invoicing, as needed
• Create and maintain subaward invoice tracking and expenditure tracking tools.
• Assist in review of provisional and indirect cost rate adjustments and reconciliation for subcontract invoices as needed.
• Be aware of and enforce MSH financial, procurement and operations policies as applicable to subawardees
• Alert Corporate Contract Office, subaward technical supervisor and/or project leadership to financial issues with subawardees, such as:
- Projected over or under expenditure
- Inability of subawardee to provide supporting documentation of costs reported or inconsistency with supporting documentation provided
- Delays with reporting or invoicing
Qualifications
Education:
• Master's and 7+ years’ experience is required.
Experience:
• At least seven (7) years of relevant experience in fund management, financial/operational systems, grants and program management preferred with international development organizations with global reach, not for profit organizations or other large non-governmental development partners.
• Extensive experience in managing subawards from beginning to end.
• Extensive experience implementing USAID-funded projects preferred.
Knowledge and Skills:
• Strong leadership, mentoring, management, planning, analytical and organizational skills demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
• Proven leadership and capacity in negotiation and conflict management.
• Knowledge of donor regulations preferred and ability to work independently, take initiative and learn complex procedures.
• Demonstrated experience to provide technical assistance to organization and conduct trainings.
• Demonstrated budgeting and financial management skills
• Excellent oral and written communication skills with fluency in English. Proficient computer skills.
• Experience in maintaining excellent communication with Headquarters.
• Strong computer skills, Experience with Microsoft Office, presentation software, and e-mail and Internet packages.
• Strong organizational skills, attention to detail, and ability to work under time constraints and meet deadlines, and to work independently and take initiative.
• Excellent interpersonal skills: demonstrated ability to interact professionally with diverse clients and stakeholders.
• Commitment to uphold high standards of moral and ethical business practices.
• Written and spoken proficiency in English.
• Experience in collecting and analyzing data.
• Knowledge of sourcing and procurement techniques as well as dexterity in “reading” the market.
