JOB DETAILS:
JOB SUMMARY:
The Senior Technical Advisor for Global Monitoring, Evaluation, Accountability, & Learning (MEARL) plays a strategic role in managing HealthRight’s global MEARL system. The STA position is responsible for three main areas: 1. Quality Assurance; 2. Global M&E Programming and 3. Knowledge Management & Dissemination. The position will oversee the design, coordination, and implementation of the global MEARL system. S/he will oversee a systematic MEARL framework to ensure the timely, accurate, and quality of the project teams’ data collection and reporting of organizational indicators using the Qlands Formshare data platform.
The incumbent will be responsible for ensuring overall coherence of monitoring and reporting tools (i.e. dashboards), and coordination of data compilation from different HealthRight projects and will have a strong working relationship with all projects globally. S/he will also provide monitoring and evaluation technical assistance to all Country Offices. The Sr. Global MEARL Technical Advisor reports to the Chief Program Officer and works collaboratively with the Associate Program Directors in each country office and their respective MEARL teams.

DUTIES and RESPONSIBILITIES:
Quality Assurance of Global M&E Systems:
• Oversee and strengthen the overall organizational MEARL frameworks, implementing robust quality assurance mechanisms to monitor performance.
• Develop comprehensive capacity-building plans for organizational and country-level staff, facilitating training sessions on M&E and providing necessary technical support.
• Manage data quality assurance processes to ensure meticulous monitoring plans, including ethical data collection and storage, data quality audits, and secure documentation management.
• Develop and implement tools to facilitate documentation, storage, and dissemination of lessons learned, fostering continuous improvement across projects, programs, and countries.

Global M&E Programming:
• Collaborate with global country support staff to ensure seamless implementation of MEARL systems and frameworks.
• Regularly collect and analyze data to measure progress against organizational indicators, supporting progress reports, reviews, and evaluations.
• Administer and maintain our impact framework as per the organizational strategic plan, conducting in-depth analysis and aggregation of findings.
• Facilitate the development, implementation, and analysis of digital data collection methods via the Qlands Formshare platform, ensuring data integrity, data workflows and providing necessary training and technical support.
• Conduct field monitoring visits, capturing learnings and developing case studies to enhance project effectiveness.
• Provide actionable insights to Country Directors based on M&E findings to improve project performance.
• Identify areas where technical support to country teams is required. Organize refresher training on M&E as required.
• Conduct field monitoring visits and document learnings. Share lessons learned and develop case studies to capture qualitative and quantitative outputs of the project.
• Provide advice to Country Directors on improving project performance using M&E findings.

Knowledge Management & Dissemination:
• Produce reports on M&E findings and prepare presentations based on M&E data as required
• Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action, including identifying gaps.
• Provide M&E inputs for regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring concerned staff attention.
• Extract lessons learned from projects, systematically document and make them easily accessible to staff.
• Perform other duties as may be allocated by the supervisor.

EMPLOYMENT NOTES:
• About Compensation: Posted salaries apply to NY US-based candidates. Salary ranges – global and USA states are impacted by various factors including job type, years’ of experience, education, labor market and more. Salary ranges quoted will be adjusted accordingly to align compensation with similar roles within a geographic area. No Relocation available.
