JOB DETAILS:
Exquisite Solution Limited, a leading HR recruitment and management company, is looking for a skilled and experienced Service Procurement professional to join our client’s dynamic team in the oil and gas sector. This role involves overseeing service procurement management, ensuring full compliance with procurement regulations and the various systems in line with Ugandan regulations. The position focuses on developing high-quality supplier resources, controlling procurement expenses, reducing costs, improving procurement efficiency and supporting production and operational needs to contribute to the overall supply chain.

Key Responsibilities
• Ensure service procurement complies with Uganda’s local procurement requirements, laws and regulations.
• Implement and improve the company’s procurement management system for Uganda, ensuring effective supervision and operation.
• Collect and summarize service procurement needs from various departments and project teams while ensuring all approval procedures are followed.
• Manage the Uganda Company’s service procurement process, including sub-supplier selection, bidding/inquiries, bid evaluation/price comparison, negotiations, bid  decisions, and internal approval procedures in accordance with the company’s procurement policies. This also includes contract management and document preparation.
• Organize and submit supporting documents for limited-service procurement projects and participate in relevant activities related to these projects.
• Approve unplanned service procurement projects for the Uganda Company and track their implementation.
• Track procurement progress by coordinating with the project team, procurement center, and sub-center to ensure timely service procurement.
• Assist project teams in interpreting and coordinating contract terms, and manage the submission of contract change requests and required documentation.
• Support the head office, company, or government departments during procurement inspections and audits.
• Handle issues related to breaches of contract, disputes, warranty tracking, claims, and other unexpected events during the execution of service procurement contracts.
• Complete additional tasks as assigned by the Supply Chain Management Manager.

• Provide training and development for subordinates, ensuring they have the necessary qualifications and experience to perform their tasks efficiently and safely.
• Fulfill all duties related to the company’s integrated management system

Person Specification
• Bachelor’s degree in Supply Chain Management, Business Administration, or a related field. A master’s degree or professional certification is a plus.
• Minimum of five (5) years of experience in procurement or supply chain management, preferably in the oil and gas or multinational industry.
• In-depth knowledge of procurement regulations, supplier management, and cost control strategies.
• Proven experience in managing service procurement processes, including
bidding, contract negotiations, and supplier selection.
• Strong analytical and negotiation skills with a focus on reducing costs and improving procurement efficiency.
• Ability to lead teams, manage cross-functional projects, and work collaboratively with various departments.
• Excellent communication skills, both written and verbal, with fluency in English and the local language.
• Strong problem-solving and decision-making abilities, with a keen attention
to detail
