RTI International’s Governance, Youth, and Economic Opportunities Division is currently accepting applications for a Senior Technical Director for an anticipated USAID-funded Systems Strengthening and Public Accountability (SSPA) Activity in Uganda. RTI anticipates the opportunity will focus on improving leadership and accountability for results; strengthening the standards, reward and sanctions systems for public officials; challenging the norms, attitudes and behaviors that fuel corruption; and supporting citizen engagement to demand better services.

The three main objectives of the activity are: 

1. Increased citizen voice, coalition building, and engagement with government to reduce corruption;

2. Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and

3. Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption.

The Senior Technical Director will provide primary support to the functions of the Chief of Party (COP) in supervising and assuring the quality of technical activities, including management and oversight of technical staff.  With the COP, the Senior Technical Director will be responsible for ensuring that the technical assistance provided under the project is strategic, coherent, consistent and supports the achievement of project objectives. RTI is seeking a Ugandan national to fill this Kampala-based position; travel throughout Uganda will be required. Position is contingent upon award and funding.     

• In close collaboration with COP, provides overall technical leadership and quality assurance for long- and short-term technical assistance and activities necessary to achieve objectives, expected results, and products expected under the Contract.
• Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the Ugandan setting.
• Ensures SSPA technical objective activities are integrated to strengthen SSPA partnerships, learning, value for money, and impact.
• Provides supervisory oversight to senior technical staff and helps facilitate and coordinate their work with senior government, civil society counterparts and other key stakeholders at national and subnational levels. 
• Provides technical approval for grantee scopes of work and supervises the staff member providing technical oversight of the work undertaken by grantees and local subcontractors.
• Supports COP and project staff with the drafting and production of project materials, including the technical reports, training materials, and communications/policy briefs as well as ensures technical quality and relevance for SSPA stakeholders and clients.
• Together with the COP and other Directors, supervises the implementation of workplan activities under the Contract to ensure that performance schedules are observed and outputs are completed according to schedule.
• Together with the COP, supports the preparation of annual work plans and Activity Monitoring and Evaluation and Learning Plans (AMELP), and champions collaborating, learning and adapting (CLA).
