Role Summary
The Senior PEAL Officer- Planning and Expansion is responsible for coordinating and launching the expansion of RTV's programs into new partnership areas. This includes conducting research into potential regions and districts, building frameworks for expansion, and ensuring that the necessary resources are in place for a smooth rollout. You will work closely with the PEAL Team Lead to execute regional or multi-country expansion plans. The role also involves collaborating with local staff to conduct surveys and facilitate the settlement of new teams in target areas.

Roles and responsibilities
• Expansion Strategy Execution: Lead the planning, coordination, and execution of RTV's expansion strategy, ensuring alignment with organizational goals.
• Regional Prioritization: Oversee the selection and prioritization of regions, sub-counties, and parishes for expansion, ensuring that decisions are data-driven and aligned with project objectives.
• Expansion Plans Development: Design and submit short-term and long-term expansion plans for internal and external approval, ensuring they are practical and well-supported by data.
• Analytical Models & Tools: Develop and implement analytical models, tools, roadmaps, and manuals to guide and support both internal and regional expansion efforts.
• Research & Data Analysis: Conduct desk and field research to gather insights on in-country and regional expansion opportunities, using data to inform decision-making.
• Collaboration with Key Stakeholders: Work closely with the PEAL Lead, Government Relations
Officer, and other key stakeholders to scale RTV's methodology in new districts, ensuring buy-in from
local leaders and government officials.
• Innovation in Expansion: Lead the development of innovative strategies and solutions to improve expansion planning and execution.
• Local Engagement & Advocacy: Advocate for the RTV model to local leaders, government officials, and key influencers in every new area, fostering partnerships that support sustainable program implementation.
• Stakeholder Engagement: Lead efforts to identify and engage potential partner communities, ensuring a comprehensive and inclusive stakeholder engagement process (including government, local leadership, other donors, and partner communities) for long-term sustainability.
• Strategic Planning: Actively participate in PEAL's strategic planning sessions (quarterly and annual), tracking progress and adjusting plans as needed to meet targets.
• Work Planning & Monitoring: Collaborate with the PEAL Manager to create detailed work plans and schedules (weekly, monthly, quarterly, and annual) that support both short- and long-term organizational goals.
• Team Leadership: Provide leadership to the expansion team, ensuring effective communication, task delegation, and team development.
• Additional Duties: Perform other tasks as required by your Supervisor/Team Leader or Management. Engaging potential partner communities. This shall include ensuring a comprehensive stakeholder (government, local leadership, other DPs and Partner Communities) engagement process to enable sustainability.

Qualifications and Skills
1. Education: Bachelor’s degree in Statistics, Economics, Computer Science, Quantitative Economics, Business Computing, Mathematics, Population Studies, or related fields.
2. Experience: Minimum of 3 years of practical experience in data management, applied research, and project planning, preferably in expansion or development projects.
3. Postgraduate Qualifications: A post-graduate qualification in Monitoring & Evaluation (M&E), Project Management, or a related field is an added advantage.
4. Technical Skills: Proficiency in applied statistics, data management, and tools such as Alteryx, ArcGIS, STATA, SurveyCTO, Excel, GIS platforms, etc.
5. Field Experience: Previous work experience in hard-to-reach or underserved areas is a plus.
6. Leadership & Facilitation: Strong facilitation and leadership skills, with a demonstrated ability to lead cross functional teams and drive expansion efforts.
