Purpose and Objective of the job
War Child works exclusively to improve the resilience and wellbeing of children living with violence and armed conflict. We empower children in everything we do. We work to unleash their inner strength through our creative and engaging approaches.

War Child will lead the delivery of an ECHO-funded integrated, comprehensive, evidence-based, and people-centered protection action in refugee settlements, reception and collection centers in Northern and West Nile regions of Uganda. The project will be implemented through local/national organizations, aiming to deliver life-saving protection services to extremely vulnerable individuals such as separated and unaccompanied children, adolescent girls, women-headed households, individuals at risk of suicide and persons with disabilities. This action will primarily address urgent needs under Gender Based Violence, Child Protection, and Mental Health and Psychosocial Support.

War Child is recruiting a Senior MEAL Officer, to support local partners in conducting quality Monitoring and Evaluation processes for the ECHO-funded protection action, in refugee settlements in the North of Uganda and West Nile. The Senior MEAL Officer will build the capacity of local partners to effectively deliver MEAL components of the action in line with War Child standards and donor compliance requirements.

Position in organisation and essential functional relations
The Senior MEAL Officer is part of the Uganda country program team and reports to the Project Coordinator – West Nile. S/he will be responsible for the technical support to and building the capacity of local partners to effectively collect, store and report quality data.

Essential functional relationships include Project coordinator, M&E Coordinator, Program Implementation Manager, Program Development and Quality Manager

Specific Roles and Responsibilities
• Project Implementation and Management Leadership and Partnership
• Support all technical aspects and actions of MEAL regarding program needs; foster high standards and practices for quality data collection, analysis, and reports.

• Implement and support MEAL system and approaches in your areas of expertise and foster learning.
• Represent WCA at technical meetings, forums, and other events & build partnerships within WCA and area of expertise.
• Champion access and use of data for shared learning, sound decision-making, and data-informed programmatic adaptations.

Monitoring and Evaluation
· Collaborate with MEAL and non-MEAL staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with WCA and donors’ standards for data quality.
· Document and share learning, evidence, and data from previous projects to inform project proposal design.

· Identify, document, and share client feedback to improve services and results for our clients.
· Support deployment of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.

Accountability
· In close collaboration with the MEAL Coordinator, and the project team, support the documentation of client feedback and follow up on issues raised by clients to close the feedback loop.
· Conduct capacity building of project team and partners including training, mentorship, and onsite support on client responsiveness and accountability.

Learning.
· Document and share learning – ensure requirements, lessons learned, data trends and best practices for products, events, and other knowledge management activities are clearly documented and shared on a regular basis (atleast quarterly), this is through data collection and sharing.
· Build capacity of partner MEAL staff to generate data and knowledge products.

Requirements
Knowledge and Experience
• A University degree in a relevant field (such as: statistics & data management, social science or a related subject area)
• At least two years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.

Skills and Competencies
• Possess basic technical knowledge of M&E approaches and techniques in some or all of the following areas: Outputs, Outcome monitoring, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms;
• Good computer skills in MS Office, especially Excel; and Word – with experience in writing reports;

• Experience in conducting primary quantitative data collection and data entry;
• Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK as well as proficiency with Microsoft Excel, SPSS, STATA, or other similar software. Knowledge of PowerBi, and GIS software tools are additional assets.
• Demonstrated analytical, systematic thinking, and problem-solving skills.
• Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
• A strong understanding of accountability and proven ability to build Client Feedback Systems
• Demonstratable ability to engage and build excellent working relationships with local partner organisations
