Position Location: To be determined by the home country of the successful candidate, where World Vision International is registered to operate within East Africa Region
The purpose of this position is to work independently, with little or no supervision to analyze allegations, initiate, plan, lead and conduct investigations. Write reports documenting investigative plans and investigative results, and follow-up on specific investigation assignments. The successful candidate will work under the guidance of the Global Internal Audit (GIA) Director of Global Investigations.

MAJOR RESPONSIBILITIES
Investigations/Advising

As a trusted advisor this position will lead and/or conduct a variety of complex investigations, with little or no guidance, including, but not limited to fraud, waste, abuse, P&C, Safeguarding and IT related investigations in WV Regional, National, Support, offices, and GC departments, in response to reported violations of WV policies or law. Conduct or support investigations relating to ethical misconduct and mismanagement.
1. Analyse allegations, review allegations in EthicsPoint, prepare investigation plans, conduct preliminary investigations. Prepare reports for approval by the Director of Investigations or her/his designee.
Conducts entry and exit meetings following the investigations protocol.
3. Provide general and investigative guidance to IPH and Regional Oversight Committee’s on all allegations of wrongdoing.
4. Brief National Directors, Regional Leaders, and other WV leaders, as well as investigators and support staff from major donor’s such as the Global Fund and WFP on the investigative activity.
5. Analyze and evaluate data to provide facts regarding investigations. Provide conclusions and remedies to management and key stakeholders based on investigative findings.
6. Prepare reports with sufficient evidence as the basis for conclusion for review by supervisor.
7. Interpret and makes recommendations on investigation policies, procedures, practices and processes.
8. Supervise and guide other investigators in execution of the assigned investigation assignments.
9. Review investigative activity and reports prepared by other members of the investigations team.
10. Conducts on-going training and provide technical guidance to other investigators and Finance, P&C and Safeguarding staff assigned to conduct or support investigations.
11. Maintain and regularly update investigative activity/information in EthicsPoint, investigation trackers and dashboards.
12. Ensure travel and logistics are within WV guidelines. Ensure travel expenses including obtaining visas are within the budgeted amount for all investigations and conduct support activity as assigned by the Director of Investigations
13. Report to the assigned Regional Audit Director when the investigator position is regionally assigned with the aim of ensuring constant collaboration, engagement, and reporting on regional matters.

Professional Development & Quality Assurance
The position will ensure that the investigation team maintains professional proficiency while assisting the GIA and WV leadership with special tasks:
1. Performing investigations assigned by GIA leaders, including consulting engagements or specialized reviews, and providing assistance to external investigators and auditors whenever needed.
2. Providing continuous feedback to local Finance, P&C and Safeguarding investigators and auditors after each engagement based on review of performance, ensuring that each team member has adequate opportunity for individual and professional development.
3. Monitoring to ensure compliance with Certified Fraud Examiner and IIA standards for Continued Professional Education (CPE) hours and other professional organizations.
4. Promoting a Christ-centered internal investigator environment by ensuring that significant team building, and spiritual development activities are shared by the investigation team.

Process Improvement & Simplification
As a change agent for improving processes and simplifying operations thru ought the Partnership, this position shall:
1. Develop a keen understanding of clients’ business needs, including key goals, risks, and procedures to ensure continuous improvement of each investigation.
2. Create a culture of continuous improvement where each team member is empowered to identify areas of improvement within GIA standards.
3. Recommend to GIA and WV leadership weaknesses in WV procedures, tools and services to make the process simpler and effective
4. Identifying trends through analysis of recurring investigative issues to be highlighted to the partnership leaders and process owners

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
1. Must have at least 3-years of experience working in GIIU
2. 7-10 years professional experience in investigation, auditing, law and/or project management
3. Excellent investigation, research, analytical, computer forensic
4. Excellent oral and written communication skills
5. Experience working in a global environment
6. Bachelor’s Degree or higher in Accounting, Criminal Justice, Finance, or a related field.
7. Completion of a law enforcement investigation training program, CPA (Certified Public Accountant) or CIA (Certified Internal Auditor) or CA (Chartered Accountant)
8. CFE (Certified Fraud Examiner), must have been a CFE for more than two years.
9. Good understanding of non-profit industry, and investigative work
10. Fluency in English is required and other languages like Arabic, Dari, Pashtu, French, Portuguese, English, Spanish, local languages are a plus
11. Knowledge of the WVI business and systems is an added advantage
12. Travel domestically and internationally up to 40 percent of the time.
13. Ability to work in stressful conditions and in the developing countries
