Reports To: Deputy Project Coordinator (Technical)

Responsible For: Electrical Engineers

Job Purpose

To provide leadership and technical oversight for all electrical and electrification components of the SGR Project, including traction power substations, overhead contact systems, and utility interfaces, ensuring design integrity, quality, safety, and compliance with national and international standards throughout design, construction, testing, and commissioning.

Main Duties and Responsibilities

i. Technical Leadership and Design Review

  1. Lead the Employer’s technical oversight of all electrical and electrification works, including traction power substations, overhead contact systems, and line-side MV/LV supplies, as well as new construction, utility relocations, and diversions.
  2. Review EPC/T contract and design documentation for electrical components in coordination with Civil, Signaling & Telecoms, and Rolling Stock disciplines to clarify scope, methodologies, and interfaces, and maintain an Electrical Risk Register.
  3. Review and recommend approval of the Contractor’s electrical designs (through the Consultant) for compliance with Employer’s Requirements, IEC/EN standards, and UETCL/ERA grid-connection requirements.

ii.  Construction Supervision and Quality Assurance

  • Monitor construction and installation activities; inspect equipment and materials against contract specifications, ITPs, WIRs, and approved method statements; verify Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
  • Ensure compliance with inspection and test plans; witness hold/witness points; coordinate close-out of non-conformances, punch lists, and as-built documentation.
  • Review contractor QA/QC programmes, electrical safety procedures, and HSSE compliance; identify unsafe practices and enforce corrective measures.

iii. Grid Interface and Permitting

  • Coordinate the high-voltage grid interface with UETCL/ERA, including applications, capacity and protection studies, outage planning, metering/settlement, and energisation procedures.
  • Represent SGR on the Joint Technical Committee for power extension to traction power stations.
    Lead permitting and safeguard inputs for power extensions (ESIA/RAP scopes, wayleaves, substation sites) and liaise with utilities and local authorities to secure required approvals and site access.

iv. Systems Integration and Commissioning

  • Manage systems integration across Electrical–S&T–Civil–Rolling Stock interfaces (power/SCADA, EMC, earthing and bonding, clearances) and maintain the Interface Control Document (ICD).
  • Review method statements, temporary works, commissioning and energisation plans, as-built drawings, O&M manuals, spares lists, and acceptance criteria for Employer’s taking-over.
  • v. Project Reporting and Support
  • Support the Construction Manager with scheduled and ad-hoc reports, dashboards, and updates on progress, risks, schedule, and cost.
  • Contribute to claims and variation prevention through accurate contemporaneous records and technical input.
  • Supervise and mentor PMU electrical staff; coordinate with the Consultant while maintaining Employer oversight and document control in the CDE/BIM system.
  • Participate in security-sensitive planning and ensure adherence to classified-information handling protocols.
  • Perform any other related duties as assigned.

Person Specifications

Qualifications

  • Bachelor’s degree (Honours) in Electrical Engineering or an equivalent qualification from a recognised university.
  • Master’s degree in Electrical Engineering or a related field is an added advantage.
  • Post-graduate training in project management or business administration (e.g., PMP, PRINCE2, MBA) is an added advantage.
  • Registration with the Engineers Registration Board (ERB) or demonstrable progress toward registration is required.

Experience

  • Minimum of ten (10) years of post-qualification experience, including at least five (5) years in 25 kV AC railway electrification and/or high-voltage traction power systems (TPS/OCS, substations, grid interface).
  • Proven experience with high-voltage grid connections and utility interfaces, including capacity studies, protection coordination, metering, and outage planning.
  • Working knowledge of contract administration under FIDIC Silver Book (Design & Build), including design review, submittals, ITPs/RAMS, non-conformance and variation control.
  • Demonstrated competence in SCADA, protection and control systems, and proficiency with electrical analysis and modelling software (e.g., ETAP or DIgSILENT PowerFactory) and CAD/BIM tools.
  • Hands-on experience in testing, commissioning, and energisation of traction power systems, with strong knowledge of earthing & bonding, EMC/EMI, and electrical safety.
