JOB DETAILS:
Organization Setting and Reporting
Department of Operational Support (DOS):
• Provides operational support, advisory services, and solutions across the UN Secretariat.
• Includes departments, peace operations, regional commissions, and offices away from headquarters.
Regional Service Centre in Entebbe (RSCE):
• Established in July 2010 following General Assembly resolution 64/269.
• Offers efficient, client-oriented services, including:
o Human resources
o Finance
o Multimodal movement and control
o ICT support
o Personnel and cargo transport
Office of the Director RSCE:
• Provides strategic planning, communication, budgeting, human resources management, quality assurance, and risk management.
Location: RSCE, Entebbe, Uganda.
Position: Security Officer, FS5 Level.
Reporting to: Director of RSCE.
Responsibilities
Security Management:
• Assist in office management procedures or supervise a Security Unit.
• Develop and monitor security contingency plans.
• Assess local security conditions and provide advice to UN personnel and dependents.
• Serve as a Security Cell member, implementing and evaluating security plans.
Emergency Response:
• Evaluate air, land, and sea evacuation capabilities.
• Conduct evacuation exercises and recommend actions.
• Manage 24-hour Emergency Response Systems and tracking systems.
Operational Security:
• Monitor and coordinate security operations.
• Communicate with security focal points and stakeholders.
• Ensure fire prevention devices and fire-fighting equipment are available and conduct fire drills.
Physical and Guard Force Management:
• Inspect facilities for physical security.
• Oversee guard force management.
• Conduct security surveys and implement measures.
Training and Investigations:
• Provide security training to UN personnel and dependents.
• Investigate security-related incidents.
Technical Support:
• Recommend amendments to security capabilities.
• Plan protective services for senior UN officials.
• Draft technical specifications for security equipment procurement.
Administrative and Identity Management:
• Oversee identity card issuance and entry control systems.
• Set up and manage warden systems.
Other:
• Perform other duties as assigned.

o Sets clear goals, adjusts priorities, and efficiently allocates resources.
Education
• High school diploma or equivalent is required.
Work Experience
• Minimum 8 years of progressively responsible experience in military, police, or security management.
• At least 2 years of international-level experience and 1 year in conflict/post-conflict environments.
• Experience with UN Shared Service operations is desirable.
Languages
• Fluency in English is required.
• Knowledge of another UN official language is desirable.
Assessment
• Evaluation includes an assessment exercise and competency-based interview.
