Description

The Uganda Law Reform Commission is an autonomous body of Government established under Article 248(1) of the Constitution of the Republic of Uganda and operationalized by the Uganda Law Reform Commission Act, Cap. 25. The mandate of the Commission is to study and keep under constant review the Acts and all other laws comprising the laws of Uganda with a view to making recommendations for their systematic improvement, development, modernisation and reform.

The Secretary of the Commission shall be a lawyer with considerable practical, professional and administrative experience.

VACANCIES: 1 post

TERMS OF SERVICE: Three years renewable contract on such terms and conditions as shall be specified in the instrument of appointment.
Appointment is on full-time basis on such terms and conditions as shall be specified in the instrument of appointment.

DUTIES AND RESPONSIBILITIES:
The Secretary is the Chief Executive and Accounting Officer of the Commission.
In particular, he/she will perform the following duties:-
a) Control and supervise staff of the Commission.
b) Spearhead strategic leadership in the management and administration of the
Commission by supervising, coordinating and monitoring Commission activities.
c) Implement government policies.
d) Oversee preparation of operational policy proposals.
e) Effectively implement the policy decisions of the Commission.
f) Mobilise resources for the Commission.
g) Manage the funds and other resources of the Commission and ensure proper utilization.
h) The secretary and technical advisor to the meetings of the Commission and the Appointments Board.
i) Responsible for the preparation of the Commission budget.
j) Responsible for commitments made by the Commission.
k) Report to Parliament on the performance of the Commission.
l) Promote linkages between the Commission, the public and other stakeholders.
m) Any other duties that may be assigned by the Chairperson from time to time.

MINIMUM QUALIFICATIONS:
The suitable candidate for this post should have:-
a) An Honours Bachelor of Laws degree from a recognised university;
b) A Diploma in Legal Practice from an institution recognized by the Uganda Law Council;
c) A Master’s Degree in any of the following fields: Public Administration, Public Sector Management, Law, Business Administration, Management Studies or a related field from a recognized Institution shall be an added advantage.

WORKING EXPERIENCE:
At least 10 years working experience, three of which should have been at the level of
Commissioner or Director in Government or an equivalent level of experience from a
reputable organization and should have been confirmed in appointment.

COMPETENCES:
1. Leadership skills with demonstrable experience in the implementation of decisions and organizational strategies, Policy management, change management, innovation and commitment to the Leadership Code.
2. He/ she should demonstrate competence in conducting the day-to-day operations of a large organization e.g. financial management, human resource managemen public procurement, communication and planning, change management, monitoring and evaluation.
3. Knowledge of Project Planning and Management
4. He/ she should be familiar with the Government of Uganda financial management procedures.
5. Strategic thinking skills
6. Good interpersonal skills with the ability to handle a multi-disciplinary team.
7. Good computer skills in MS Word, Power Point presentation and Spread Sheets
