JOB DETAILS:
Can’t Wait to Learn (CWTL) is scaling its presence in Uganda, expanding its implementation, and strengthening government buy-in. Over the next year, we are investing in dedicated leadership to drive key priorities that ensure long-term sustainability and national adoption of the programme.
This position will play a crucial role in advancing CWTL’s government engagement, scaling strategy, and quality assurance processes—critical components for making CWTL a recognized part of the Ugandan education system.

Overview:
Can’t Wait to Learn (CWTL) introduces new cost-effective solutions to the serious challenges children face accessing quality education through the development of innovative personalised learning solutions with a focus on serious gaming.
To date, CWTL has been implemented in Sudan, Lebanon, South Sudan, Jordan, Uganda, and Ukraine. CWTL has been proven in all contexts in which it has been used (Ukraine pending) to significantly improve and accelerate children’s learning of foundational literacy and numeracy skills.

Can’t Wait to Learn is a digital, curriculum-based, context-specific learning application for education in emergency offering numeracy and reading curricula for primary grades 1, 2 and 3. Accessed on dedicated, preloaded, low-cost tablets and by application on personal iOS and Android devices played both on and offline. CWTL offers children a digital, self-guided education game adapted to context to support motivation and active self-paced learning.

Role:
The Can’t Wait to Learn - Scaling Lead will focus on two primary objectives:
1. Advancing Government Buy-In & Institutionalization

• Drive the process of securing formal recognition of CWTL within Uganda’s education system, including progress through the committee system, which CWTL is already a part of.
• Lead advocacy and engagement efforts with the Ministry of Education and Sports (MoES), Ministry of ICT, and local education authorities.

• Oversee the strategic expansion of CWTL in Isingiro district where CWTL is currently implemented in a limited number of governments led schools.

• Align CWTL training with MoES and UNITE Teacher Training College (TPD), integrating CWTL within Uganda’s broader teacher development initiatives.
2. Directly Supporting District-Level Implementation & Strengthening Quality Assurance
• Serve as the primary liaison for District Local Government (DLG) requests, ensuring timely follow-up and resolution of issues.

• Oversee and support the adaptations to the Beekee system pilot for CWTL in Uganda, ensuring successful implementation and learnings for potential expansion.
• Facilitate the transition from manual to automated quality assurance processes, collaborating with CWTL’s global team on long-term system improvements.

• Lead a human-centered design process to evaluate and enhance the data management portal, ensuring usability for teachers and middle-tier education professionals.

Team:
The Scaling Lead CWtL Uganda reports to the CWTL Programme Director and the Regional Director Africa.

Key Responsibilities:
1. Government Engagement & Policy Influence
• Develop and execute a government engagement strategy that ensures continued buy-in from MoES and district authorities.
• Represent CWTL in policy discussions, working groups, and advocacy meetings to position the program as a scalable, government-supported initiative.

• Build strategic alliances with key education stakeholders, including donors, NGOs, and teacher training institutions.
2. Scaling & Implementation
• Oversee expansion efforts in Isingiro, ensuring smooth implementation in new schools while maintaining program quality.
• Work with the MoES Teacher Training College (UNITE) to align CWTL professional development modules with national teacher training frameworks.

• Lead field visits, data collection efforts, and troubleshooting for ongoing implementation challenges.
3. Quality Assurance & Data-Driven Improvements
• Manage the Quality Assurance system for CWTL, ensuring robust monitoring, documentation, and learning to inform future automation efforts.
• Collaborate with technical teams to improve data tracking and reporting mechanisms for school and teacher-level engagement.
• Engage with teachers and education professionals to co-design enhancements for the CWTL data management portal.
4. Stakeholder Coordination & Leadership
• Work closely with the DLG, MoES, and local education stakeholders to ensure smooth program operations.
• Provide on-the-ground leadership for CWTL Uganda, ensuring high levels of accountability and responsiveness to government and district needs.
• Facilitate knowledge sharing and best practices from other CWTL country implementations (e.g., Lebanon, Ukraine).

Education & Experience:
• Bachelor’s or Master’s degree in Education, Public Policy, International Development, or a related field.
• Minimum 5-7 years of experience in education programming, government engagement, or large-scale program implementation in Uganda.
• Demonstrated experience working with the Ugandan Ministry of Education and Sports (MoES), District Local Governments, or teacher training institutions.

Technical Skills & Competencies:
• Strong understanding of education policy, teacher professional development, and government decision-making structures in Uganda.
• Experience in scaling education programs, preferably digital learning or EdTech initiatives.
• Knowledge of quality assurance, data systems, and monitoring frameworks for education programs.
• Ability to engage in high-level advocacy and government relations, with a track record of securing policy commitments.
• Familiarity with human-centered design approaches and participatory stakeholder engagement.
• Excellent leadership, negotiation, and problem-solving skills.

Additional Requirements:
• Must be based in Uganda or willing to relocate.
• Fluent in English; knowledge of local languages (e.g., Runyankore, Luganda) is an advantage.
• Ability to travel frequently within Uganda.
