JOB DETAILS:
Job Summary:
The SBC Technical Advisor is a full-time position based in Kampala. S/he will lead the development of the Activity SBC plan and interventions, oversee the creation, design, and development of SBC tools, and provide overall support to SBC activities for successful Activity implementation.
Reports to: The Director, Community Resilience and Development.
Responsibilities:
1. SBC Capacity Development:
o Assess SBC capacity in the regions of Activity focus, reinforce and extend that capacity as it applies to malaria reduction.
o Communicate with the Ministry of Health (MOH), NGOs, and other stakeholders to support and extend SBC efforts in malaria reduction.
2. Collaboration and Strategy Development:
o Collaborate with relevant stakeholders and development partners to develop an evidence-based SBC strategy that reflects the needs of communities, guidelines, tools, and M&E indices.
o Work with Activity sub-grantees to design tools and methods for effective SBC interventions, monitor activities, and report progress.
3. Campaign Design and Implementation:
o Participate in designing and implementing national communication campaigns using media, community outreach, and innovative materials to encourage early testing, treatment, and reduce stigma.
4. Training and Capacity Strengthening:
o Collaborate with NMCD and partners to train journalists, broadcasters, and community networks on malaria information dissemination.
5. M&E and Reporting:
o Identify risks or challenges to technical deliverables and address them promptly.
o Work with the MEL team to track, evaluate, and analyze SBC activities and provide recommendations for improvement.
o Report on safeguarding compliance and promote accountability.
6. Technical Assistance and Innovation:
o Travel to regions to provide technical assistance and quality assurance.
o Explore innovative approaches (e.g., social media and mobile technology) to extend malaria messaging to high-risk populations.
7. Safeguarding:
o Uphold safeguarding guidelines, promote child protection, and prevent violations.
Qualifications:
• Master’s degree in Public Health, Health Promotion, Mass Communication with training in Health Promotion or related field.
• Minimum 10 years experience in SBC program design and implementation in developing country settings, preferably in Uganda.
• Experience with implementing capacity-strengthening activities within SBC programs.
• Sensitivity to cultural diversity and understanding of political, contextual, and ethical issues.
• Knowledge of evidence-based, innovative SBC solutions to social and behavior change challenges.
• Experience working with government agencies, civil society partners, and other stakeholders.
• Excellent organizational and analytical skills to manage and meet tasks.
• Technical knowledge of concepts and frameworks for SBC programming.
• Strong quantitative and qualitative research experience, including data collection and analysis.
• Knowledge of USAID and USG policies, regulations, and requirements.
• Excellent oral and written communication skills.
