Division & Project Overview:
The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, and across the country leveraging the URC-ASSIST project successes.
Roles and Responsibilities:
  • Overall responsibility for achieving project targets for Safe Male Circumcision or Voluntary Medical Male Circumcision in Acholi region.
  • Support the District Technical Coordinator (DTCs) in improving access to and availability of quality SMC/VMMC Services.
  • Improve quality of SMC services in both fixed centers as well as outreach services. Lead activities to create demand for SMC services through working with Districts, CSOs, and communities.
  • Plan, conduct, manage and evaluate circumcision camps based on need.
  • Develop workplans, support data collection and monitoring of SMC services.
  • Build capacity of districts, CSOs and teams in managing SMC program and ensuring zero major complications.
  • Plan and coordinate the implementation of appropriate quality improvement approaches to ensure compliance with MoH Guidelines and standards.
  • Ensure site and district teams conduct monthly SMC data collection, analysis, use and reporting
  • Maintain an up to date need based data base both qualitative and quantitative detailing the support provided by the project and the number of beneficiaries.
  • Prepare project reports regularly as required
  • Ensure cross cutting themes like gender, health workforce development and leadership are well integrated into the SMC work
  • In collaboration with the knowledge management officer, ensure that best practices are documented.
  • Lead the spread of best practices and ensure compliance with GoU standards.
  • Integrate appropriate gender strategies and ensure youth participation and engagement.
  • Any other duties assigned by the supervisor
Minimum Qualifications:
  • Qualification in health including medicine, nursing, public health or another related field.
  • At least three years’ work experience gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level preferably in Safe Male Circumcision programs.
  • At least 3 years work experience in managing SMC/VMMC programs in Uganda.
  • Possession of a valid registration certificate from the Uganda Medical & Dental practitioners Council.
  • Excellent communication or interpersonal skills is a must.
  • Experience in handling Quality improvement approaches and providing clinical training to service providers and stake holders.
Desired Experience  
  • Master’s Degree in public health
