JOB DETAILS:
Main Duties and Responsibilities
• Accountable for compliance of all site activities with International and Ugandan Laws and Regulations, with Company rules, Affiliate and site HSE MS.
• Guarantor of Personnel safety, Environmental protection and Property safeguard.

• Accountable for Production target achievements while meeting HSE, budget and planning objectives.

HSE/RSES
• Ensure full compliance with Affiliate and Site HSE Management Systems of all routine and non-routine activities on Tilenga sites, whether they are conducted by core personnel, by contracted staff or by contractors.
• Lead on site RSES, RSES Deputy and RSES delegate functional organization.

• Ensure all actions are implemented to meet affiliate and site HSE objectives.

• Ensure implementation and adherence to Environmental Management System as per ISO 14001 requirement (including Waste management plan).
• Be the custodian of the Site HSE objectives.
• Ensure all integrity barriers are always operational and maintained in a timely manner. Deviation or DGS raised if barriers are deficient.
• Define and implement all the safeguards to mitigate safety and environmental risks on site. Approve all risk assessments.

• Decline and manage any downgraded situations. Define adequate mitigation measures and corrective actions.
• Approve PTWs & SIMOPS dossiers and ensure adherence to SIMOPS dossier requirements.
• Ensure adherence to the affiliate emergency schedule. Follow up on action plans post audit.

• Ensure emergency response plans are tested and emergency exercises performed mandatory training, perform weekly drills, ensure availability and functionality of all necessary resources.
• Be the emergency response on site as On Scene Commander. Coordinate the actions dictated by contingency plans (Oil Spill Response, Emergency Pipeline Repair, Blowout).

• Ensure accurate reporting of all HSE KPI, including HSE events through Synergi.
• Lead investigations following any recordable incident, HIPO, Tier 1 and Tier 2 incidents and as deemed necessary.
• Ensure REX is issued accordingly.
• Promote HSE culture on site through a high visibility on site on daily basis and through HSE meetings and talks.
• Ensure adherence of all personnel on site to Company Code of Conduct, Ethics and Site Internal Rules.
• Ensure best hygiene practices are enforced.

Operations
• Represent the Company in the field.
• Ensure smooth coordination and performance of all activities on site for all entities. Ensure resources are adequate.
• Contribute to the activity planning, approve work programs and perform arbitration as deemed necessary. Lead the 5WLA planning.

• Responsible for implementation and management of the site tours at all locations.
• Monitor the actual execution of the work programs versus plan.

• Manage all site production activities, to meet defined production objectives, as well as efficiency objectives.
• Ensure adherence to Production guidelines, Chemical injection guidelines, Flow Assurance guidelines. Approve main procedures and instructions.
• Ensure accurate reporting of activities and production performance.
• Ensure that all activities are audited and feedback loop defined and investigated, and that detailed root causes are issued and followed.
• Contribute to optimization and troubleshooting. Propose modifications or adjustment as deemed necessary to improve reliability or availability, as well as to improve the safety and environmental footprint.
• Follow the handover process with the operational team.
• Lead the shutdown preparation and strategy for shutdown and major campaigns.
• Review and approve deliverables of the activity team, including meeting TOR and schedule, management of change procedure.
• Ensure the training and skills of personnel, with timely implementation of skills matrix and follow-up.
• Ensure all assets required for the site to ensure an acceptable standard is maintained.
• Coordinate the security activities on site.
• Ensure a safe operation with a minimum interface of operation with the community and security resources.

• Ensure the implementation of an adequate cost control system on site.

Qualifications and Experience
• Bachelor’s degree in Engineering (mechanical, industrial, or chemical) or degree in industrial chemistry.
• 10 to 15 years’ experience in oil and gas operations, including field maintenance and production operations onshore or offshore sites, and Experience as Site Manager or equivalent position for a minimum of 5 years. Holders of HSE MS, HQ Exploration & Production degree are the minimum requirement.
• Technical knowledge of production activities and strong technical/operational matters.
