JOB DETAILS:
Action Against Hunger is seeking a highly qualified Resource Transfer Manager for the upcoming USAID-funded BHA Uganda Resilience Food Security Activity (RFSA). This cooperative agreement aims to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. The Resource Transfer Manager will be responsible for the effective management of financial resources, commodities, and other material transfers that support the goals of the RFSA. This position is contingent upon award and will be a full-time role based in Uganda.

Purpose:
The Resource Transfer Manager will ensure efficient and compliant management of all resource transfers, including financial disbursements and logistics of material resources, to support the implementation of project activities effectively and sustainably.

Engagement:
As a key point of contact for resource management, the Resource Transfer Manager will coordinate with USAID, other donors, and project partners to ensure seamless and accountable resource flows. This role requires proactive management to align resource allocation with project timelines and objectives.

Delivery:
The Resource Transfer Manager will oversee all aspects of resource transfer operations, ensuring that all transactions meet USAID and Action Against Hunger standards for accountability and efficiency. Responsibilities include budget tracking, financial reporting, and coordination of logistics for material resources.

Essential Job Duties
• Manage the overall strategy for resource allocation and utilization across the project, ensuring alignment with project objectives and compliance with donor guidelines.
• Coordinate with financial, procurement, and logistics departments to ensure timely and efficient transfer of resources.

• Monitor and report on the usage of financial and material resources, providing insights and forecasts to optimize resource management.
• Develop and implement systems for tracking and reporting on resource transfers that meet the requirements of USAID and other stakeholders.

• Work closely with the Chief of Party and technical teams to ensure that resource allocations are aligned with activity needs and implementation schedules.

• Lead the development of procurement plans and oversee the procurement process to ensure transparency and competitiveness.

• Ensure compliance with all applicable donor, host country, and organizational policies and regulations concerning resource transfers.
• Cross-Sector Integration with Protection Mainstreaming: Collaborate with project teams to ensure the seamless integration of social protection strategies and the Graduation Approach across all program activities. Employ basic knowledge of protection mainstreaming to enhance alignment with national frameworks and boost the resilience and food security of target communities.

Supervisory Responsibilities
Provide leadership and direction to the finance and logistics teams, ensuring capacity building and adherence to best practices in resource management.

Fiscal Responsibility
Oversee and manage the project’s resource transfer budget, ensuring financial integrity and accountability in all transactions.

Physical Demands
• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
• To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

Working Conditions, Travel and Environment
• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by project needs.
• Must be able to travel as required for standard domestic and international business purposes as well as to project locations across Uganda. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Required Qualifications
• Bachelor’s degree in business administration, finance, logistics, or a related field, coupled with a minimum of seven years of progressive experience in resource management in international development projects.
• An undergraduate degree in a related field and 10 years of increasing responsibility in financial and resource management in international development projects.

• At least 5 years of cash transfer experience working in similar international humanitarian and development contexts.

Required Skills & Experience
• Proven expertise in managing large-scale resource transfers for international development projects, including the selection of cash transfer modalities, updating in response to changing market conditions, managing cash transfers including identifying delivery mechanisms, frequency, duration as well as post-distribution monitoring of in-kind, voucher, and cash transfers to ensure accountability and reduce risk of rent-seeking behaviors, as well as participating in cash coordination mechanisms.
• Strong understanding of USAID funding and its operational requirements, with proven ability to navigate and comply with its policies and regulations.
• Excellent financial and logistical planning skills, with a demonstrated ability to manage budgets and resource flows effectively.
• Strong strategic thinking and problem-solving skills, capable of managing complex project resources under tight deadlines.
• Exceptional communication and interpersonal skills, essential for negotiating with and reporting to donors and stakeholders.
