The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the: Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET), and intends to apply part of the proceeds toward payments under the contract for The National Backbone Infrastructure (NBI) Extension Project in two (2) Lots as indicated in (2) below

National Information Technology Authority-Uganda (NITA-U) now invites sealed Proposals from eligible Proposers for the National Backbone Infrastructure (NBI) Extension Project in two (2) Lots as follows.

Contract Description
1 Network Extension of the National Backbone Infrastructure Lot Number 1
2 Network Upgrade of the National Backbone Infrastructure Lot Number 2

Proposers may propose for one or both contracts, as further defined in the request for proposals document.

The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank's "Procurement Regulations for IPF Borrowers Procurement in Investment Projects Financing" (July 2016, revised September 2023) and is open to all eligible bidders as defined in the Procurement Regulations.

Interested eligible Proposers may obtain further information from National Information Technology Authority-Uganda and inspect the request for proposals document during office hours 0800 to 1700 hours from Monday to Friday at the address given below.

A pre-proposal meeting will be held 04th July, 2024 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 10:00am with an Online Virtual Meeting using zoom - A link will be shared with all registered proposers prior to the date of the meeting. The proposers who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to udap@nita.go.ug

The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ugx.300,000 (Three Hundred Thousand Uganda Shillings Only) or equivalent in a freely convertible currency. The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 006550058000001, Customer name: National Information Technology Authority, Uganda (NITA-U), Account title: NITAU Local Revenue Expenditure Account, Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment.

Proposals must be delivered to the address below on or before 8th August 2024 at 11:00am. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked "ORIGINAL PROPOSAL", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Proposers' designated representatives and anyone who chooses to attend, at the address below on 1st Floor Boardroom, 11:15am, 8th August, 2024. All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

Proposals must be accompanied by a Proposal Security of Uganda Shillings;
Lot 1: 1,300,000,000/= (Uganda Shillings One Billion Three Hundred Million) or equivalent amount in a freely convertible currency
Lot 2: 160,000,000/= (Uganda Shillings One Hundred Sixty Million) or equivalent amount in a freely convertible currency
The Proposal Security shall be valid in accordance with Section II- Proposal Data Sheet (PDS); ITP 20.1

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
