ABRIDGED TERMS OF REFERENCE

Impact of COVID -19 to input output market on youth agri-enterprises in Kenya, Uganda, Rwanda and Burundi.

COVID-19 is creating significant challenges for global supply chains and for low income producers and workers within them. The Eastern Africa Farmers Federation is cognizant of this situation and would like to assess just how much impact its creating within the youth agricultural enterprises.

EAFF for the past 2 years has been implementing a project “scaling up rural youth Scaling up rural youth access to inclusive financial services for entrepreneurship and employment’ with the support of IFAD. The project is being implemented in Kenya, Uganda, Rwanda and Burundi (recently joined in 2020). The project aims at building capacity of youth agro-enterprises in a bid for them to link to financial services. EAFF has so far trained 576 youth groups – on agribusiness planning, pitching and financial management – of who form individual youth of upto 8664 youth of whom 48% are young women. At least 20% have been able to access funds to accelerate their enterprise or even start up.

The pandemic comes on top of other crises that many youth SMEs are already experiencing as a result of climate change impacts and disasters, including floods in Kenya, the locust infestation in East Africa among others. Research shows that many youth SMEs without adequate working capital as well as guidance, there is a high likelihood that the business is in the brink of closure or closed already. This desk study will help EAFF to identify which areas to focus on in terms of mitigating the impacts of natural disasters and health to ensure survival and continuity of these enterprises. Food being a basic right to human kind need stable SMEs from youth. EAFF would therefore like to conduct a comprehensive desk review to build on ongoing work carried out by EAFF in collaboration with partners to gather information from 4 target countries on the impact of COVID-19 on youth SMEs infringing on the rights to food and nutritional security. EAFF plans to track the alternatives that youth SMEs are putting in place to cope with the crisis, along with initiatives undertaken by governments that support or hinder SMEs capacity to cope with the effects of COVID-19.

 
Scope of work
  1. Develop a synthesis report based on the impact of COVID-19 and other natural disasters impacting on input and out market for youth agribusinesses.
  2. Point out action points that need to be undertaken by EAFF, International Partner organization, Policy makers.
  3. Policy interventions at least 1 policy brief per country.
 
Duration of contract
  • This is an assignment to last only 2 weeks after award of contract. We envisage rapid assessment to enable us to get concrete action points.

  • This assignment will run for 2 weeks months from 29th June –10th July 2020
