REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES-SELECTION OF FIRMS)
IRRIGATION SCHEMES DEVELOPMENT PROJECT IN UNYAMA, NAMALU AND SIPI REGIONS, UGANDA WATER AND ENVIRONMENT SECTOR
CONSULTANCY SERVICES TO CONDUCT A BASELINE SURVEY FOR IKKIGATION SCHEME DEVELOPMENT PROJECT IN UNYAMA, NAMALU AND SIPI REGIONS
Mode of Financing: Instalment Sale and 15FD Loan;
The Republic of Uganda has received financing from the Islamic Development Bank toward the cost of the Irrigation Schemes Development Project in Unyama, Namalu and Sipi Regions, Uganda and intends to apply part of the proceeds for these consultant services. The services to be provided include Conducting a Baseline survey that will facilitate the first step in building a Monitoring and Evaluation (M&E) system, a primary element of the Project Monitoring and Evaluation Plan.

Also, the Baseline that shall serve the following purposes:
• To provide an information base against which to monitor and assess project progress and effectiveness during implementation and after the project is completed. Mid-term reviews, project completion reports and other evaluations judge progress largely by comparing recent data with the information from the baseline study,
• the Baseline will provide data upon which projects progress on generation of outputs, contribution to the expected outcomes and impacts is assessed, and,
• the Baseline study will gather the information to be used in subsequent assessments of how efficiently the project is being implemented and the eventual results of the project, and forms a basis for setting performance targets and ensuring accountability to partners and other stakeholders

In addition, the Consulting firm will particularly take the following issues into consideration: the analysis of how crucial data to inform evaluations (such as midterm and end of intervention evaluation etc.) and monitoring will be collated;
• assessment of the relevance of the adopted strategy (as informed by the baseline studies conducted before project implementation);
• the examination of factors that can have an impact on the implementation process and the efficiency in achieving the original objectives;
• the confirmation whether the objectives have been defined accurately with regard to currently existing needs;
• the assessment whether indicators are relevant as well as whether their additional modification would be necessary
• the assessment of how effective and efficiency the intended results can be achieved and also how progress in attaining objectives can be reported;
• the assessment of the proposed management quality of the project implementation;
• the assessment of how reliable data are referring to the products and the intervention results. including the monitoring system can be gathered;
• providing useful information for making decision about the performance management
• The Duration of the Consultancy Services shall be 60 working days.

The detailed Terms of Reference (TORs) for the assignment shall be obtained from the address indicated below and or the Ministry of Water and Environment.

The Ministry of Water and Environment now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
The Consultant shall demonstrate practical experience in carrying out at least three (3) similar assignments in the last 10 years. Similar assignments are defined as those involving: Baseline studies, Mid tem Reviews, End of Project surveys for especially Government projects financed by Multilateral Development Banks such as the Islamic Development Bank, African Development Bank etc. In addition, the firm must be tax compliant, have a valid registration certificate and valid trading certificate. Key Experts will not be considered at the shortlisting stage.

The attention of interested Consultants is drawn to Paragraphs, 123, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the "Procurement Guidelines"), setting forth ISDB's policy on conflict of interest

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS-National Firms) method set out in the Procurement Guidelines for the Procurement of Consultant Services under 14DB Project Financing (April 2019, revised in February 2023) and is open to all eligible bidders.
