REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF PROFESSIONAL HEALTH, SAFETY, ENVIRONMENTAL & SOCIAL CONSULTANCY SERVICES REQ-00000546
East African Crude Oil Pipeline (EACOP) LTD "COMPANY"] invites experienced and reputable Companies to express their interest in the provision of Health, Safety, Environmental and Social (H2SE) consultancy services to the East African Crude Oil Pipeline (ACOP) Project
The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Koboole, Hoima District in Uganda to the Chongoleani peninsula, Tonga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
COMPANY requires the services of experienced and reputable Contractors to provide H2SE consultancy services in the following
Environmental and Social Impact Assessments/Project Briefs; Provision of specialist safety studies and risk assessments Environmental and Social adhoc studies and support services including the execution of specialist studies (eg.  water use studies, management system gap analysis's

Environmental and Social Surveys including Social and Environmental Impact surveys; Site restoration surveys, Biodiversity/ecological surveys, Baseline data collection, (Other adhoc environmental and social related surveys as may be required
Environmental and Social Monitoring (for example soil tests, atmospheric point source emissions, air quality measurements,  water tests, noise and vibration measurements, biodiversity, effluent analysis etc.;)

Environmental and Social  reporting services;
• Health & Safety Audits: Independent HSE Management Systems as required by the Petroleum Refining, Conversion, Transmission and Midstream Storage (Health, Safety and Environment Regulations;  Contractor compliance audits and inspections;
• Environmental and social compliance Audits as required under the National Environment Audit Regulations, 2020), Management system audits, waste management audits, etc:
• Preparation, review, and update of environmental and social management guidance notes, plans, and procedures; Provision of Environmental, Social, Health & Safety Training to include classroom and online platform;
• Provision of environmental, biodiversity and social ad hoc expertise

MINIMUM REQUIREMENTS
Companies or organizations expressing their interest are invited to submit documentation of their Company details including Certificate of Incorporation, Valid Trading License, Memorandum, and articles of association.
• Demonstrate good understanding of the Scope of Work for services to be provided.
• Experience, performance and capacity in delivering the Scope of Work on a large scale, in compliance with national and international standards international Finance Corporation (FC) Standards)
• Minimum 5 years' experience/performance delivering similar services within Uganda or internationally
• Key suitably qualified and experienced lead personnel in undertaking Environmental and Social Impact Assessments and Project Briefs of oil and gas projects that comply with IFC Standards.
• Appropriate licensing from relevant in-country authorities for the provision of the services
• GIS software capability.
• Qualified Management oversight & Support capability.
• Evidence of a Quality, Health, Safety and Environment Management system, organization, and process in compliance with applicable Local and Industry standards.
• Registration certificate with the Uganda Revenue Authority (URA and valid current Tax Clearance Certificate.
• Proof of registration to the National Supplier Database (NSD maintained by the Petroleum Authority of Uganda.
• Compliance statement of the Local Content Regulations, 2016 and Local Company definition.
• Proof of Anti-corruption, Antibribery, Compliance and Human Rights policies
• Financial capacity to deliver the services required including submission of audited financial accounts for the last two years.

All Expression of Interests should be submitted in English Language.

Note: COMPANY will review and assess the documents provided by companies that have expressed interest in accordance with this EO and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement INDA), an invitation to bid as a continuation of the call for tender process. COMPANY reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
