Re-Advertisement: Request for Expression of Interest (EOI) for Provision of 30-40 Mesh Proppant for Gravel Pack

CNOOC Uganda Limited is a subsidiary of the China National Offshore Oil Corporation. It is an oil and gas exploration and production company and the operator of the Kingfisher Development Area in Hoima and Kikuube Districts.

Scope of Work

CNOOC Uganda Limited invites qualified contractors to express interest in providing 30-40 mesh proppant for gravel pack as per the following requirements:

Contractor Deliverables:

1. 1. Provide approximately 40 m³ of natural sand-based ceramic proppant in bulk density ≥1.55g/cm³ and temperature resistance ≥135°C.
   2. Ensure the proppant meets all technical specifications, including crush rate and sphericity/roundness standards.
   3. Deliver the product to the designated well sites at the Kingfisher Development Area in Hoima and Kikuube Districts.
   4. Adhere to all regulations and standards specified in the procurement documents.

Minimum Requirements

Interested contractors must:

1. Be a National Supplier Database (NSD) registered entity.
2. Have at least five (5) years of experience providing similar materials and services.
3. Demonstrate a proven track record in quality control and adherence to local and international oil and gas industry standards.
4. Hold relevant certifications and approvals for proppant provision.
5. Submit a list of technical specifications and quality assurance protocols for the material.

Preference and Eligibility

• Preference will be given to Ugandan-registered entities or joint ventures with Ugandan participation.
• Contractors must comply with the Petroleum Exploration, Development, and Production (National Content) Regulations, 2016.
• Bidders not registered on the NSD database or failing to comply with applicable regulations will not be considered.

Submission Guidelines

Interested contractors are required to submit:

1. A written Expression of Interest (EOI) clearly labeled as:
   "Request for Expression of Interest for Provision of 30-40 Mesh Proppant for Gravel Pack (RFP-CUL-LD-00705)".
2. Copies of all required certifications, permits, and approvals.
3. Evidence of experience, including completed contracts of similar scope.
4. Details of proppant specifications and testing compliance.
